World Bank Research Analyst (Macro Economist) Job Vacancy in Dar Es Salaam, Tanzania

  Background / General description: 
The World Bank’s Poverty Reduction and Economic
Management unit (PREM) in Tanzania is recruiting an Economist to join the unit
as a Research Analyst. The position is based in Dar es Salaam. The contract
will be for an initial period of one year; with a possibility of renewal for
another year subject to sustained good performance and business needs. The
selected candidate will be responsible for: managing the institutional
database, macroeconomic modelling, economic monitoring, as well as production
of various policy notes in the areas of public expenditure and Macroeconomic
development. The candidate will also support the unit to respond timely to
various data requests from the management at both country and headquarters
level and from other external stakeholders. The Research Analyst will report to
the Lead Economist/Cluster Leader for Tanzania, Uganda, and Burundi. The
analyst will also work closely with senior members of the PREM unit, working on
Tanzania.
The selected candidate is expected to strengthen
capacity of the unit to ensure timely availability and accessibility of key
macro economic data, management of the database and institutional data
reporting requirement, macroeconomic monitoring, macro modelling and contribute
to the Public Expenditure Review ( PER) process as well as the on-going
exercise to prepare the Country Economic Memorandum (CEM).
Note: If the selected candidate is a current Bank
Group staff member with a Regular or Open-Ended appointment, s/he will retain
his/her Regular or Open-Ended appointment. All others will be offered a 1 year
term appointment.
  Duties and Accountabilities: 
The Research Analyst will be locally hired and
his/her task will fall under the following three broad responsibilities:
1. Data collection and Data Base Management:
About 40% of the working time of the Research
Analyst will be spent on data collection and database management. Guided by
senior staff of the unit, the Research Analyst will liaise with different
institutions responsible for production of macro-economic data to ensure timely
accessibility of the data. S/he will ensure proper storage and dissemination of
the data to other team members in need of the same, as well as regular
institutional data reporting to HQ. The successful candidate will also be
responsible for managing the live data base system (LDB) by ensuring regular
update and reporting to HQ.
2. Macro Economic Monitoring:
About other 40% of the time will be spent on
macro-economic monitoring. On this basis, the successful candidate will help to
respond to requests from management (e.g. monitoring food prices, periodic
update of the cheat sheets) within the Bank and from stakeholders outside the
Bank. In particular, s/he will provide the background data for reports produced
by the Unit, including the Economic Update, the PER, the PRSC, and CEM. In
order to effectively produce the note, the economist will have to spend time on
running the macro models, including the MACMOD-TZ and the RMSM-X.
3. Public Expenditure Review and CEM:
About 20% of the Research Analyst’s time will be
spent in supporting the preparation of the public expenditure review reports,
economic update reports and the CEM. More concretely, the candidate is expected
to be a core member of the task team which produces the above products,
contributing to background quantitative analysis and specific issues under the
guidance of respective tasks managers and the Lead Economist.
Expected Outputs
The envisaged deliverables include the following
key outputs:
1. Regularly updated Live Database for Tanzania,
including regular reporting to HQ of the same. Apart from regular update and
reporting, consistent Bank standard annexes produced for different Bank
official program documents, especially project documents. Careful reviewed in
World Development Indicators and African Development Indicators reports for
macroeconomic data consistence, specifically for sections on Tanzania.
2. Well maintained data base on public
expenditures, including dissemination as deemed necessary. Timely contributions
to the PER and CEM reports, especially writing some of the sections as deemed
necessary. Timely prepared statistical annexes for the above reports and
economic update.
3. Timely contributions to preparation of World
Bank key reports and project documents as guided by the lead economist and
other task team leaders in the unit.
  Selection Criteria: 
The successful candidate should be a holder of a
post graduate degree in Economics/Finance preferably masters, with at least
five years of direct relevant experience; OR equivalent combination of
education and experience. The successful candidate should demonstrate
effectiveness in conducting research related to economics in Tanzania. The
