OBJECTIVES
OF THE PROGRAMME
To
improve the health status of the population through the improvement of national
health care coverage and capacity building in health system management.
To
support the implementation of National Health Policies with specific regard to
the planning and management of the entire health system. Staff Capacity
Building and Essential Health Research with the focus on the district and
monitoring of the implementation of the cooperation programme
The
MPN will be stationed in the Country Office where he/she will work alongside
other programme officers. He/she will be answerable to the WR and will be
liaising with the Regional Advisers and technical officers of the relevant unit
at the Regional Office and Headquarters. He/she will provide technical support
for the implementation of National health Policies with specific regard to the
planning and management of the health system, universal health coverage, staff
capacity building, essential national health research with the focus in the district
and monitoring of the implementation of cooperation programme at the Ministry
of Health.
Description
of duties
Under
the direct supervision of the WHO Representative in the Country and orientation
from the Director of Health System Strengthening, the Regional Office, the
incumbent’s will undertake the following tasks
  • Provide
    technical support for the development and operationalization of National
    Health Policies with specific regard to improving access to health
    services
  • Provide
    technical support in the national health sector reform initiatives at
    central, regional and district levels especially in the organizational and
    managerial aspects including district health planning and capacity
    building for the implementation of reforms;
  • Provide
    support to processes related to national efforts to achieve Universal
    Health Coverage
  • Contribute
    to strengthening national technical capacity in accordance with health
    development policy through identification of training needs, planning and
    organization of training sessions, and provision of follow up;
  • Contribute
    to the development and operationalization of the national health
    information system;
  • Contribute
    to strengthening the coordination of health development partners through
    organization of periodic coordination meetings, dissemination of
    information on the progress made, support for research and mobilisation of
    resources required for national health development;
  • Contribute
    to WHO Biennial Planning and Budgeting process as well as monitoring and
    evaluation of the Programme Budget working collaboratively with other
    technical officers and CSU staff;
  • Perform
    other duties as may be assigned from time to time.
