Role overview
Key
Accountabilities
1) Project planning: ensure that project activities are properly planned and
sequenced in collaboration with volunteer advisors, relevant districts
officials and local partners. This involves holding regular project planning
meetings to agree on monthly work plans and implementation modalities. It
involves taking into account lessons from previous months into subsequent month
planning.
2) Project implementation: ensure timely implementation of planned project
activities as per agreed monthly implementation schedule and modality. It
includes supporting volunteer advisors to secure the necessary logistics and
support and that they use contextualized implementation modalities.
3) Project monitoring: conduct regular field supervision and spot checks and
provide complimentary and constructive feedback and support for volunteer
advisors and partners on areas for improvement. The PO should engage district
local governments, primary actors and local partners in regular monitoring of
field implementation and secure their valuable feedback during subsequent
implementation period.
4) Project reviews: ensure regular reviews and reflection and use these learning
to continually improve project implementation. This involves documenting key
lessons from project reviews including key actions that will be taken to
implement the lessons in subsequent implementation periods.
5) Project reporting: work closely with LIAM team to ensure that regular data
collection and data from the implementation teams smoothly flows into IMPACT
system. It involves preparing progress reports to line manager, district local
governments and donors as well as ad hoc reports requested by manager.
6) Budget utilisation: proper planning and utilisation of implementation
budgets to achieve good value for money. This includes regular budget
monitoring and reforecast while ensuring donor compliance and efficient
spending rates. The PO shall ensure timely procurement, clearing of work
advances, partner grants reporting and donor financial reporting. It involves
regular spot checks of monthly expenditures and proactive prevention of
fraudulent activities.
7) Support partnerships: support partnerships with district local governments,
local partners. It involves maintaining respectful and mutually reinforcing
relationships with local partners through regular engagement and contributing
to capacity building of partners. This involves aligning project activities
with government and district plans and priorities. The PO shall review MOUs
with local governments and with immigration reports. It calls for meaningful
engagement with district JADFs and Imihigo.
8) Project visibility: ensure proper representation and visibility of project
activities in the field. This involves active involvement in different
coordination and networking forum. It involves proper branding and visibility
of VSO field activities and joint initiatives.
Skills,
qualifications and experience required
Qualifications,
attributes and skills
I. Bachelors’ degree in agriculture, agronomy, crop production, and animal
production, veterinary or animal medicine or Secondary certificate in
veterinary sciences or agriculture accompanied by bachelor’s degree in
development studies is essential.
II. A good standard of English-Kinyawanda written and verbal translation
skills. French fluency is an added advantage
III. Good general communication and social skills
IV. Sufficient computer skills to upload data onto a web-based system and
produce well-typed reports.
V. Demonstrating presentation skills( PPP,etc.)
VI. Strong project implementation experience in livelihood programmes in
Rwanda;
VII. At least 5 years’ relevant experience in implementing similar projects
with reputable organisations;
VIII. Solid experience and knowledge in gender equality and rights-based
programming;
IX. Experience in integrated programming aligned with SDGs, People First
framework and Vision 2020.
X. Excellent people skills, including relationships, networking and
coordination skills;
XI. Experience in working together with and providing leadership to volunteer
advisors.
Desirable
1. Bachelors’ degree in agriculture, agronomy, crop production, and animal
production, veterinary or animal medicine
2. Knowledge of how parents can support educational development of their
children in the home on the same way supporting school-based livelihoods
activities
3. Experience of engaging with a range of stakeholders in relation to work in
the community
4. Experience and/or understanding of effective, interactive training
approaches and coaching
5. Experience of monitoring and evaluation activities and reporting.
6. Skills in using MS office word, Excel, power point and internet.
Job purpose Based on
VSO Rwanda new strategy with emphasis on integrated approach and deeper primary
actor engagement, the Project Officer will be responsible for the successful
implementation of a specific project. This includes organizing, supporting and
supervising the volunteers working on the project.
The candidate will support in the implementation of ECE project -STRENGTHENING
SCHOOL READINESS in Rwanda project funded to improve pre-service and in-service
school services for early-childhood education and school-based livelihoods
activities. This is a fulltime job opportunity to be based in Karongi district
implementing ECE project in Nyamasheke District.
