Background
The
Private Sector Driven Agricultural Growth (PSDAG) project is a five-year
(August 2014- August 2019) USAID-funded initiative implemented by International
Resources Group (IRG) with the aim of increasing smallholder incomes by
promoting private sector investment. PSDAG has two prim

ary complementary
objectives: (1) To assist the Government of Rwandan (GoR) to increase private
sector investment; and (2) To facilitate increased private sector investment by
upgrading agricultural value chains. PSDAG leverages USAID funding with private
sector investment through its Value Chain Competitiveness Fund (VCCF) using
grants under contract.

PSDAG’s
portfolio of grants is increasing and PSDAG seeks to hire an additional Grants
Manager
 and Grants Assistant to support the
management, implementation and monitoring of the PSDAG VCCF grants
program.  The Grants Manager is in charge of implementation and management
of the project’s grants program. The Grants Assistant supports the Grants
Manager in his/her duties.

are the full job descriptions, duties and qualifications for each position.
GRANTS
ASSISTANT
Purpose
The
Grants Assistant will assist with the solicitation of proposals/bids and
quotations for the PSDAG project activities and operations in compliance with
Engility/IRG and USAID rules and regulations.
Objective
and Duties
  • Support
    the overall implementation of the PSDAG grants program by providing organizational,
    administrative and analytical support to the Grants Manager.
  • Assist
    in facilitating the review and evaluation process in compliance with
    Engility/IRG and USAID rules and procedures. Does not evaluate grants.
  • Assist
    in communication with awardees and with the implementation of grants.
  • Prepare
    grant documents and compile grant approval packages for grant approvals
    and auditing purposes.
  • Analyze
    grantee budgets for compliance with USAID rules and regulations,
    applicability, and program requirements. S/he will analyze prevailing
    market rates for goods and services and ensure that all procurement backup
    documentation is on file, per Engility/IRG policies and procedures.
  • Work
    closely with the technical team members on the designing grants term and
    structure. The grant assistant may be asked to work on grant programs
    focused on social inclusion of women, youth and persons with disabilities.
  • Assist
    in timely entry of grant information in relevant database for
    implementation, tracking and reporting.
  • Maintain
    hard copy files and ensure electronic files are maintained in PSDAG shared
    drive
  • Ensure
    required approvals are obtained and documented
Qualifications:
  • Bachelor’s
    degree in Business Administration or related field
  • At
    least three years of professional experience. Experience with grant
    administration on donor-funded programs, particularly USAID, preferred.
  • Strong
    Microsoft Excel skills required
  • Proficiency
    using Microsoft office suite and English writing skills required.
  • Demonstrated
    strong program solving skills as well as exceptional customer relations
    (both internally and externally); provides sound business judgment and
    contractual oversight
  • Excellent
    organizational skills with a willingness to take initiative and be
    proactive in the grant process
  • Excellent
    communications and team work skills with the ability to relate to people
    at all levels of the organization and of different multi-cultural
    backgrounds
  • Experience
    working on agriculture and economic development with a focus on women,
    youth and PWD is preferred.
  • Fluency
    in English is required
Reporting:
  • The
    position reports to the Grants Manager
