UGAMA/CSC (the Centre of Services to Cooperatives)
is a non-governmental organization that works to support and strengthen cooperative
groupings across Rwanda. UGAMA provides management and technical advice and
support aiming to improve the socioeconomic viability of cooperatives and its
members. The main interventions of UGAMA are focused on food security,
micro-agricultural processing technology as well as cross-cutting themes such
as gender, good governance and HIV/AIDS. UGAMA works with a number of
beneficiaries and partners (both local and international) to realize its goals.
SUMMARY:
UGAMA is seeking a full-time Gender Specialist to
offer gender expertise for a 5-year project intended to improve the
agricultural production and marketing capacity of 15 cooperatives and their
members in seven districts of Rwanda. The Gender Specialist will work closely
with UGAMA member cooperatives as well as UGAMA staff and volunteers to provide
guidance on integrating gender sensitive policies into programming. The Gender
Specialist will also provide gender awareness and sensitizations to both men
and women in targeted cooperative communities where project activities will
take place.
DUTIES & RESPONSIBILITIES:
  • Provide technical expertise in the areas of
    gender mainstreaming, policy formulation and advocacy
  • Ensure that gender is appropriately integrated
    in the organization and programming of cooperatives
  • Work in collaboration with cooperatives to
    enhance their capacity to address gender issues and to formulate gender
    policies
  • Offer advice and guidance to cooperatives on
    how to better integrate gender sensitive policies within cooperative activities
  • Contribute to MAMA annual work plans,
    strategies, recruitment policies and budgeting to ensure gender
    sensitivity
  • Work with UGAMA staff to elaborate and
    finalize its gender policy
  • Liaise with UGAMA staff and partners to better
    integrate gender sensitivity within activities and policies
  • Develop indicators fur assessing progress in
    gender mainstreaming
  • Conduct gender-disaggregated data collection
    as well as monitoring and evaluation that measures results against a
    baseline (through gender analysis, focus group sessions and assessments)
  • Analyze and interpret collected data, report
    on findings and present gender-related best practices to UGAMA and partner
  • Conduct training sessions and workshops in
    gender sensitivity, family planning, female, well as other themes such as
    HIV/AIDS
  • Work with interested cooperatives to help
    forts gender committees
  • Work with cooperative partners to promote an
    increased participation of women in the production of higher valued crops
    and specific income generating projects within cooperatives
  • Work with partners ,to promote a fair gender
    balance representation in cooperative governance and management positions
REQUIREMENTS:
  • Knowledge of gender issues at the community
    level
  • Understanding of gender dynamics at the
    household level
  • Knowledge and experience in the collection of
    gender disaggregated data (both qualitative and quantitative)
  • A Bachelor´s degree in Gender and Development
    or a similar field is preferred
  • Fluency in Kinyarwanda and French (fluency in
    English is an asset)
  • Technical expertise in the areas of gender
    integration, gender mainstreaming, policy formulation and advocacy
  • Minimum of 3 years of experience working in
    community gender issues and developing gender programming
  • Experience in facilitating group learning and
    training sessions (preferably in gender sensations, HIV/AIDS, family
    planning etc…)
  • Knowledge in community participation
    methodologies
  • Familiarity with preparing donor reports
  • Understanding of cooperative development in
    Rwanda
  • Knowledge on Rwandan national policies and
    frameworks on gender is an asset
  • Experience and knowledge on women´s
    participation in co-operatives and agriculture in Rwanda is art asset
  • Willingness to travel frequently to different
    districts of Rwanda to conduct cooperative site visits
  • Formal computer skills (Microsoft Office)
