Background
Rwanda
has shown extraordinary commitment to reform in recent years and has achieved
high rates of economic growth and its economic pote

ntial has increased through
accession to the East African Community. However, due to continuing
competitiveness challenges of SMEs, Rwanda has not yet been able to take full
advantage of the available opportunities.

With
its high rate of population growth and a very young population, each year about
120,000 persons enter newly into the job market. The Rwandan Government is
therefore working to increase the productivity of the private sector in order
to create employment opportunities and improve the employability of the
overwhelmingly young population.
  1. The
    Eco-Emploi Programme
The
Eco-Emploi Programme is part of the priority area “Sustainable Economic
Development” of the Rwandan-German Development Cooperation and will be
implemented between June 2016 and Mai 2019. Eco-Emploi embodies an integrated
approach of technical and vocational education and training, labour market
interventions and private sector development. It supports the economic sectors
ICT, wood economy, tourism and creative industries (above all audio-visual
business). The economic empowerment of women and people living with
disabilities are a cross-cutting effort in all activities of the programme.
Eco-Emploi’s
success is mainly defined by the amount of jobs that are created though the programme’s

 Context of the assignment
The
informal economy in Rwanda is characterized by a high number of own account
workers who are in most cases underemployed. The cooperative model is a proven
instrument of self-organisation which ideally provides its members with
benefits gained through collectivism and enhances the economic capacities
through joint efforts. Furthermore, cooperatives can play a significant role in
formalizing the employment status of their members. To perform this role, the
cooperative system needs to be embedded in a policy framework which favours
formalization processes through cooperatives. In Rwandan, certain steps at
policy level are directing cooperatives to perform this role, for instance, the
enrolment of members into the social security system. However, despite these
opportunities for cooperatives to act as a driving force in the achievement of
the governments’ objective to formalize employment in Rwanda, in reality
cooperatives have not yet taken over this role.
A
special case in the cooperative system can be observed in the context of the
Integrated Craft Production Centres (ICPCs) which not only physically are a
central place for cooperatives in selected sectors. The main goal for the ICPCs
is to accommodate crafts(wo)men and artisans in order to improve work processes
and quality of products through provision of modern facilities and technology,
to market local products, to upgrade skills and to generate employment
opportunities. The ICPCs are established under MINEACOM and governed by the
districts. The influence of ICPCs on the cooperative system organized around,
attached or integrated in the Centres is significant and the organisational
structure and relation to cooperatives not fully regulated.
Eco-Emploi
is partnering with individual cooperatives as well as with ICPC-cooperative
structures in the selected sectors. The programme is also supporting the GoR in
its goal to improve formalization of employment.

 Objective of the assignment
The
objective of the assignment is to assess how to better utilize cooperatives for
formalization of employment in Rwanda with a special focus on the audio-visual,
ICT, tourism and wood sectors.
4.  
 Scope
The
consultant will conduct a study that covers all different forms of cooperatives
(except SACCOs) from worker cooperatives, producer/marketing cooperatives, to
purchasing cooperatives and with a special focus on handcraft and artists’
cooperatives as well as the organizational structure of cooperatives
under/within ICPCs. The consultant will also be required to consult with
MINEACOM and Rwanda Cooperative Agency as well as National Confederation of
Cooperatives in Rwanda (NCCR).
In
terms of formalization of employment, the study will cover both target groups,
members of cooperatives and employees of cooperatives as well as mixed forms.
The
study will be structured in the following chapters:
a)  
 Institutional Framework
The
consultant will provide an overview about a) different requirements and options
of employment formalisation as defined by the GoR; b) all relevant national and
internal policy frameworks which define the role of cooperatives in the
formalization of employment; c) the relevant stakeholders in implementing,
supporting and monitoring the relevant policies; and d) the processes actors
are involved in during the implementation of policies.
The
above described research will also include all relevant ICPC policies which
affect the role of cooperatives in the formalization of employment.
In
addition, the consultant will collect data that provide a general overview
about the status of implementation of the above identified policies.
b)  
 Collection of good practices, approaches and tools of creating formal
employment trough cooperatives
The
consultant will identify at least three role-model cooperatives and three
role-model ICPC-cooperative-structures with significant results in creating
formal employment for cooperative members and or employees. S/he will define
criteria which are guiding the analysis for the reasons of the successful
implementation; and finally, identify, approach, tools and common success
factors. The consultant will also come up with key proposed models for these
four specific sectors to be applied.
c)
Status of relevant cooperatives in the four sectors in their performance to
contribute to the formalization of employment
By
using the above developed tools of criteria and success factors the consultant
will analyse the performance of the following cooperatives in the formalization
of employment of their members. The selected cooperatives are including all
those Eco-Emploi is partnering with but is not limited to them:
•  
 Audio-visual: Partner cooperative + four other cooperatives
•    ICT: Five cooperatives
•    Tourism: Five cooperatives along the Lake Kivu belt
•    Wood:
o    ICPC-cooperative structure in Muhanga, Nyamata, Gisozi,
Karongi, Rusizi and Rubavu
o    Plus three furniture related cooperatives not connected to
ICPCs
d)  
 Status of overall implementation of cooperative policies by partner
cooperatives
While
analysing the implementation status of policies related to the formalization of
employment, for the Eco-Emploi partner cooperatives only (Media cooperative,
ICPC-cooperative structure in Muhanga, Nyamata, Gisozi, Karongi, Rusizi and
Rubavu), the consultant will extend the scope to an analysis of the overall implementation
status of the national and internal cooperative policies. The analysis should
also assess how the implementation status of the policies on the cooperatives
performance in creating employment and on the economic sustainability of
cooperative, and vice versa.
e)  
 Conclusion and recommendations
Based
on the findings, the consultant will draw conclusions on the status and
potential of cooperatives in formalizing employment. Furthermore, with focus on
the Eco-Emploi portfolio s/he will recommend concrete interventions to be
performed by Eco-Emploi and other relevant stakeholders to improve
formalization of employment through cooperatives and ICPC-cooperative
structures. The specific models should be well defined and documented with
different precondition, process and key intervention at all levels.
The
methodology combines desk reviews, expert interviews as well as field visits to
the selected cooperatives. After entering in each of the chapters detailed
above, a research plan will be presented and adjusted based on the feedback of
Eco-Emploi.

Deliverables
  • Internal
    presentations, including inception presentation that outlines the
    methodology and tools.
  • Draft
    and final version of study as outlined above, written in English, suitable
    for publishing, in MS word file.
  • Photos
    taken from field visit that fulfil the requirement in quality and
    resolution for publishing.
  • Final
    presentation to a relevant audience.
6.  
 Duration of the assignment
The
assignment will be conducted in the period of September to December 2017.
7.  
 Coordination and Supervision
The
consultant will report to the component manager of LMI in the Eco-Emploi
Programme. In addition, close coordination with the Rwandan Cooperative Agency
will be required.
8.
Required Profile of the Consultant(s) / Company
The
consultant(s) / company should fulfil the following qualifications:
  • Proven
    experience in cooperative law and management in Rwanda
  • Proven
    experience in cooperative business model
  • Proven
    experience and knowledge of cooperative movement in Rwanda
  • Good
    knowledge about requirements of formalization of employment
  • Excellent
    insights in organizational set-up and operation of ICPCs
  • Good
    understanding selected sectors
  • Eye
    for detail and quality results driven
  • Communication
    and interpersonal skills: Excellent English skills required; Knowledge of
    French and Kinyarwanda is required, too.
