I.  
 Background
Trócaire
is the official overseas development agency of the Catholic Church in Ireland,
established in 1973 and currently has presence in more than 17 countries in
Latin America, Africa and Asia including Rwanda. Trócaire has been operating in
Rwanda since 1994 and is currently implementing a 5 year Strategic plan from
2016-2020 focused on 3 programme pillars: Resource Rights, Women’s Empowerment
and Preparing and Responding to Emergencies. Trócaire does not implement
programme directly. Instead the organisation works in partnership with local
civil society and Catholic organisations in 7 districts in Rwanda.
Trócaire
secured a USAID cooperative agreement Award to implement the project entitled Enhancing
Participatory Governance and Accountability
effective April 13th
2017. The project is oriented towards strengthening participatory and
accountable governance through the participation of civil society and citizens,
particularly women and youth, in the formulation, implementation and
monitoring/evaluation of development policies and programs in the agricultural
sector in five districts of Rwanda namely Rulindo, Gakenke, Nyanza, Nyamagabe
and Nyaruguru.
This
project will strengthen the capacity of partner staff and civil society
organizations to actively engage in agriculture policy dialogue, budget monitoring
and advocacy. It intends to better link the national agriculture budget to the
population’s priorities, needs and rights through informed analysis and
contributions to budget proposals, monitoring and tracking public revenues and
expenditures, and supporting citizens’ budget literacy. Partner staff and CSO
active engagement will ensure a more needs-responsive and inclusive
policy-making, fostering a stronger governance and improving public
authorities’ accountability. In order for partners and CSOs to be active in the
agriculture sector and be able to fulfill their roles, the project will
contribute to building an inclusive and empowered civil society in the field of
agriculture through strengthening of existing organizations and networks and
the creation of new networks and coalitions to drive agricultural policy
dialogues.
Following
on what is mentioned above; Trócaire wishes to hire the services of a
consultant /firms to carry out the tasks of developing a training manual on
policy and budget monitoring and advocacy.
II.  
 Purpose and scope of the assignment
The
purpose of these terms of reference is to solicit the services of a
consultant/consultancy firm to develop a training manual on policy and budget
monitoring and advocacy in Kinyarwanda and English referring to the French
which was previously developed and used, and to train sub-partner staff and
Trócaire staff on the usage of this manual.
III.  
 Expected Results /Deliverables
  1. A
    training module to be developed to facilitate the simplification of the
    policy and budget process and provide participants with a firm
    understanding and skills  on the policy and budget processes;
  2. Copies
    of the training module to be disseminated to sub-partners and CSOs; and
  3. Trócaire
    as well sub-partner staff and network members’ capacity in policy and
    Budget monitoring, advocacy and facilitation skills are is enhanced. 
IV.  
 Required Expertise
i.  
 The consultant/consultancy firm will have:
  • Extensive
    experience in developing/adopting training tools in Kinyarwanda and
    English;
  • Familiarity
    with  agricultural policy advocacy initiatives in Rwanda;
  • Familiarity
    with Rwanda’s policy framework,, context and budgeting process and
    calendars;
  • Practical
    knowledge on policy & budget monitoring issues, governance and
    accountability,  with hands-on experience in policy & budgeting
    process analysis and advocacy for at least five (3) years;
  • Experience
    of working with CSOs in the area of agricultural policy formulation is an
    advantage;
  • Good
    communication, facilitation and analytical skills, and proficiency in
    English and Kinyarwanda;
  • Team
    work skills; and
  • Hold
    a Masters’ Degree in Economics, Political Sciences, Development Studies or
    related fields.
V.  
 Scope of the Assignment
The
task of the development of the training manual will take up to ten calendar
days (10) in general, involving:

Duration of the assignment
  1. The
    assignment is expected to be completed by the end of September 2017, and
    should be conducted in no more than 10 days. The consultant/consultancy
    firm should ensure that the plan includes four (4) days of
    developing/adopting the training manual on policy and budget monitoring
    and advocacy on agricultural sector.
  2. Five
    (5) days of training for 12 members of Trócaire and sub-partners in the 5
    districts selected in the USAID project on policy and budget monitoring
    and advocacy techniques and how to facilitate similar training.
  3. One
    (1) day of policy and budget monitoring and advocacy training report to be
    submitted to Trócaire
4.  
 Conflict of interest.
Any
conflict of interest involving an applicant must be fully disclosed to
Trócaire. Failure to disclose a conflict may disqualify an applicant or
invalidate an award of the contract. Applicants are required to declare any
current or past work which might reasonably be considered to represent a
conflict of interest.  It will be for Trócaire to decide if any material
conflict of interest exists and applicants in doubt in this regard should seek
the advice of Trócaire.
5.  
 Intellectual property
Any
concepts, guidelines or other material developed during the contract will be
considered as property of Trócaire and may be used by Trócaire.
6.  
 Submission of proposals
All
interested and qualified consultants should submit financial and technical
proposal by 25 September 2017at 16:00 hours by email to claire.uwineza@trocaire.org with a copy to fred.ntakirutinka@trocaire.org and modeste.sibomana@trocaire.org. The
financial proposal should be inclusive of tax and in quoted in Rwandan Francs
(RWF). Demonstrable experience and Value for Money (VFM) will be key
considerations in evaluating proposals submitted.  Only suitably qualified
consultants resident in Rwanda will be considered. Any questions regarding this
