Background
The Rwanda Bar Association (RBA) is a
professional body of advocates created in for the first time in Rwanda by an
Act of Parliament (Act N°03/97 of March 19th, 1997). Currently, the Bar is
regulated by the Law N° 83/2013 of 11/09/2013.Establishing the Bar Association
in Rwanda and determining its Organization and functioning.

The Bar Association establis
hed its
Secretariat in 2009 comprising a number of permanent staff charged with daily
management of Bar programme and projects. It is against this background that
the Rwanda Bar Association is seeking to recruit a competent Rwandese national
for the position of the “Information & Communication Technology Officer”
to support the Secretariat.
Detailed Job Description
The ICT Officer shall report to the RBA
Executive Director and his/her duties shall include:

- Regular
updating of the RBA website with relevant information and RBA events in
pictures and narrative, - Ensuring
compliance of RBA website to the quality specifications internationally
defined, - Ensuring
smooth delivery of web-based services offered by RBA, - Ensuring
effective dissemination of the RBA news using local and external media,
internet, meetings, etc ; - Promoting
IT based communication among the RBA members and partners; - Design
and upload new web pages (including graphics, animation and functionality)
to improve the quality of the RBA website, - Ensuring
the protection of RBA ICT Equipment through the implementation of a tested
Disaster Recovery Plan, - Making
inventory of RBA ICT equipment and provide a report on its status and
propose for change or reparation, - Providing
technical assistance to the RBA ICT equipment users, - Advise
the RBA on all matters related to the website and ICT materials; - Ensuring
regular maintenance and functioning of the RBA Advocate Management System - Producing
monthly activity report
Qualification and skills required
The following skills/attributes are
required from the RBA Communication and Information Technology Officer:

- He/She
must be of Rwandese Citizenship; - He/She
must have a minimum of bachelors’ degree in Information and Communication
Technology or related fields (Computer Sciences, Information Technology); - He/She
must have a proven Website Design and Management skills. Strong web design
skills must include at least the ability to edit HTML, CSS, JavaScript,
PHP and other web-related programming languages and tools; - He/She
must possess skills in computer & IT tools maintenance; - He/She
must possess skills in IT systems management and administration; - He/She
must have broad Destkop Publishing abilities needed to produce various
communication tools such as the newsletter, video and photo documents,
leaflets and brochures, press releases, etc. and post them on the RBA
website; - He/She
must possess a strong knowledge in the exploitation of social media tools
(Facebook, Twitter, etc.); - He/She
must possess flexible attitude with proven experience of working in a
small team; - The
candidate should have excellent communication skills in the official
languages of Rwanda (Kinyarwanda, English & French) including good
analytical and writing skills and interpersonal communication skills; - Having
worked for membership organisations and Bar Associations/Law Society in
particular constitute an added value.
