The “Conseil de Concertation des Organisations d’Appui aux Initiatives de Base” CCOAIB is an Umbrella organization of 40 Rwandan local NGOs in development. It serves as a framework of exchange, consultations, dialogue, negotiation, and solidarity.

TERMS OF REFERENCE TO PRINT THE SIMPLIFIED CITIZEN GUIDES ON NATIONAL AGRICULTURE POLICY (NAP) AND STRATEGIC PLAN FOR AGRICULTURE TRANSFORMATION (PSTA4)

Title of Project: “Enhancing the capacity and participation of small scale farmers and civil society organizations in decision making and governance processes related to sustainable agriculture and food security in Rwanda.”

  1. Context of the project

Despite the existence of legislation and policies underpinning the rights of citizens to participate in local governance and decision-making process in the design, development, implementation, and monitoring of agricultural policies and strategies, their levels of engagement to date is still minimal. The Citizen Score Card Report published by the Rwanda Governance Board (RGB) in 2016 showed that citizens’ satisfaction with the delivery of agriculture services stood at 48.4%, increased at 52.5% in 2017 and reported decreased in 2018 with a score of 49.41%, while in 2019 was 55%.

Due to this, designed policies and strategies do not always adequately respond to the priority needs of small farmers, which adversely impact on their effectiveness in contributing to food security and sustainable agriculture. A low level of knowledge on agriculture-related policies and strategies is mentioned to limit their engagement and ownership with these structures.

In that regards, CCOAIB, IPFG and Caritas Gikongoro; with the financial support of the European Union and Trócaire have engaged in the implementation of the project aiming at “Promoting the effective participation of small-scale farmers and civil society organizations in the development, implementation, and monitoring of agricultural policies and strategies”.

  1. Scope and objective of the work

Under the above-mentioned project, CCOAIB and its partners have already produced simplified citizen guides in Kinyarwanda with illustrations of the National Agriculture Policy (NAP) and PSTA4 to make them available in a more accessible language and form to most Rwandans especially small scale farmers.

It is in this regard that CCOAIB would like to hire an experienced printing house to multiply additional copies of those two simplified citizen guides on PSTA4 and NAP. Printed copies will be disseminated to small scale farmers, local leaders, and other stakeholders to facilitate their understanding of the agriculture policy and strategy in a more accessible language which is Kinyarwanda.

  1. Printing house profiles

The printing house should:

  • Have experience in printing booklets of various formats.
  • Be using EBM (Electronic Billing Machine) approved by Rwanda Revenue Authorities in invoicing.
  • Provide evidence of documents/ booklets they have successfully completed.
  • Show the proof that they pay taxes (at least payment of last quarter).
  1. Key deliverables

The printing house shall provide/ print eight hundred (800) booklets of PSTA4 and four hundred (400) booklets of NAP, with below specifications:

  • PSTA4 citizen guide has 48 pages and NAP has 53 pages, covers excluded,
  • Both booklets (NAP and PSTA4) will be printed in A5 format,
  • Both booklets should be printed on the glossy laminated cover of 250 Grams and papers of 150 Grams,
  • Each of both booklets will be printed in color,
  • Both booklets will be stapled in binding.
  1. Application

Interested applicants who fulfill the requirements set here-in should present a technical offer (with details & documents specified in point 3) and financial offer addressed to the Executive Secretary of CCOAIB. The 3 copies (1 original and two copies) of technical offer and other 3 copies of the financial offer should be in 2 separate sealed envelopes, both put in one big envelope.

Applications shall be submitted at CCOAIB office located at Remera, Kigali city, International Airport Road KN 5RD, Building N0 18, not later than 15/05/2020 at 03:00 pm.

The envelopes shall be publicly opened immediately and applicants must be represented in the event. From then, bidders are notified within one week.

The selected applicant will be expected to deliver the final product (printed booklets) to the CCOAIB office in one week after definitive notification (i.e. not later than 29th May 2020) at 3:00 pm.

Online applications are not allowed.

To select the best applicant, the Quality – Cost Based Selection (QCBS) method will be used.
