ANNOUNCEMENT
Skat is a leading
Swiss resource centre and consultancy group, working internationally in
development co-operation, and specializing in technical, social, institutional
and economic aspects of infrastructure and environmental management, water
supply and sanitation, solid waste management, sustainable
building and
settlement development as well as mobility and transport. Our clients include
bilateral and multilateral donors and development agencies. Our partners are a
wide variety of institutions and government and non-government organizations in
Africa, Asia, Latin America and Central and Eastern Europe as well as the CIS.
For the
implementation of a program promoting climate responsive building material
production and off-farm employment in the Great Lakes Region, we are seeking an
experienced senior professional from the Great Lakes Region (Rwanda or
Burundi), to fill the position of:
DEPUTY
PROGRAMME MANAGER
The successful
applicant will support Skat Program Team Leader and will punctually replace him
as a Deputy Manager
The responsibilities
of the positions include:
Managing the
activities of the Kigali based coordination/ back office, such as:
- Managing
the program administration (accounting, human resources, logistics) - Coordinating
the implementation activities and its supervision through mobile senior
advisors - Facilitating
the dialogue between the Program and relevant authorities at national and
local level - Managing
the activities of a Knowledge Hub/Platform including the organization of
regional events and the management of a knowledge base. - Supporting
the Skat Team Leader in the overall program coordination activities. - Managerial
and administrative support to the field offices in Rwanda and Burundi - Offering
liaison-office support for another Skat program managed from Bujumbura - Reporting
to the Skat Team Leader

Qualifications
required:
- At
least 10 years of working experiences
- Senior
Project Manager with
- Degree
in business administration or economics with technical background - or a
senior construction or production manager with good understanding on rural
economics
- Experiences
in managing of complex multi-disciplinary programs - Experiences
in leading a large and decentralized project team - Good
network among Governmental Institutions and the private sector - Good
knowledge of procedures and working practices of international development
agencies; - Good
understanding on rural economics and related social dynamics - Good
understanding on productive rural private sector, including related labor
issues - Good
understanding on the functioning of local administrations and on related
challenges - Ability
to work independently and as a member of an interdisciplinary team; - Proven
ability to plan and work to deadlines; - Good
written and oral communication as well as presentation skills, especially
with Ministries and local Governmental institutions; - Fluent
in written and spoken English, French, Kinyarwanda and working knowledge
of-Swahili
