General Context of Eco-Emploi 2016 – 2019
Rwanda
has maintained steady growth and macroeconomic stability for the past 15 years,
between 2001 and 2015 real GDP growth averaged at about 8% per annum. However,
the rate of unemployment and underemployment is high and most of those in
employment still work in poorly paid positions, above all in agriculture.
Although primary school attendance is comparatively high in Rwanda, the fast
majority of youth leave schools hardly equipped for the labour market. A strong
middle class that could provide for a solid f

oundation for the country’s economy
does not exist.

The
programme Eco-Emploi is part of the priority area “Sustainable Economic
Development” of the Rwandan-German Development Cooperation and will be
implemented between June 2016 and Mai 2019. Eco-Emploi embodies an integrated
approach of technical and vocational education and training, labour market
interventions and private sector development. It supports the economic sectors
ICT, wood economy, tourism and creative industries [above all audio-visual
business]. The economic empowerment of women and people living with
disabilities are a cross-cutting effort in all activities of the programme.
EcoEmploi’s
success is mainly defined by the amount of jobs that are created though the
programme’s activities.

Purpose of the assignment
The
purpose of the assignment is to support « Syndicat des travailleurs des
entreprises de construction, Menuiserie et Artisanat » (STECOMA) in
Financial management.
3         
Tasks of the consultancy
During
the assignment the consultant will:
  • Ensurethatfinancial
    administration of “Syndicat des Travailleurs des Entreprises de
    Construction, Menuiserie et Artisanat (STECOMA) functionswellin accordance
    with EU standard procedures
  • Assure
    a proper fund management according to GIZ rules and regulations as per the
    contract between STECOMA and GIZ.
  • Ensure
    cash payments and bank payment to the supplier
  • Support
    in financial planning, monitoring and accounting for STECOMA.
  • Monitor
    expenditure and the monthly bank reconciliation of STECOMA
  • AdviseSTECOMA
    on financial aspects
  • Prepares
    monthly budget and monitors deviations
  • Carries
    out accounting tasks using STECOMA accounting software and prepares
    monthly end-of-period accounts and bank reconciliation vouchers;
  • reports
    all problems with financial administration and compliance without delay
  • filing
    STECOMA financial supporting document and report every month.

 Outputs and deliverables
The
consultant will deliver:
  • STECOMA’s
    revised procedure Manuel (Existing procedure Manuel in French).
  • Financial
    monthly report and justification of the use of GIZ funds by STECOMA.

  Key characteristics of consultant(s)
For
the assignment, the following characteristics and competencies are essential.
  • Academic
    Background:University degree in accounting and auditing or similar area.
  • At
    least 3 years’ experiences in accounting and auditing;
  • Special
    competencies needed for this assignment:Very good Spoken and written
    French and English
  • Fluency
    in Kinyarwanda

 Timeline
This
assignment will be conducted in the period from 1st December, 2017
to 10th August, 2018 with a total of 128 working days.
