and safety improvements and certification – in 15 different countries.
in Rwanda supports producer organisations, processors and agro-businesses in
coffee, potato, value chains, food & nutrition security and advocacy
(Voice4Change) in order to increase income and employment opportunities and as
such contribute to food and nutrition security. SNV experts apply a value chain
development approach, promote market-based solutions to increase overall
competitiveness and tap into opportunities while protecting the environment.
SNV also strengthens business service providers within the agriculture value
chains.
Overview
HortInvest project is funded by the Netherlands Embassy in Kigali and will
contribute towards the attainment of the mission of the Rwanda National
Horticulture Policy in terms of fast economic growth and rapid reduction in poverty
and malnutrition in Rwanda and the objectives of the Rwanda-Dutch bilateral
programme aimed at enhanced food security and private sector development. The
expected impact will be primarily noticeable in the six target districts in
North-west Rwanda.

Improving market-led horticultural production and supplies for domestic and
regional markets
Enhancing food and nutrition security of rural households involved in
horticulture and urban consumers
Developing high-value horticultural exports
Creating an enabling environment for commercial horticultural developments
Netherlands has a world renowned horticulture that is very active
internationally and is able to provide technologies and services that are
considered to be beneficial to Rwandan farmers and on which the HortInvest
project can build. Linking up with the private sector (Dutch, local and
international companies) is a key element of the Netherlands Embassy’s
horticultural development support programme, which is aimed at stimulating
economic development and food security in Rwanda. The triple helix – comprising
private sector, government agencies and civil society and knowledge
organisations – is one of the strengths of the Dutch implementation strategy,
which will also underpin the HortInvest project approach.

Summary
M&E and Comms Officer will support the HortInvest programme team in
planning, processing and development of Monitoring, Evaluation and learning
activities and tools. S/he will also act as communications focal point for the
SNV HortInvest programme, accountability and learning system for managing
information, (donor) reporting and updating the results target matrix.
Furthermore, she/he will perform M&E support in the SNV agriculture sector
as required.
duties and responsibilities on M&E:
- The
M&E Officer will undertake the overall M&E activities including
defining specific processes, methodologies and tools for M&E and
reporting in line with SNV principles. In order to achieve this, the
officer is required to undertake the following tasks: - Act
as a focal point for the planning, implementation and reporting of M&E
activities throughout the HortInvest period. - Oversee
quality assurance of all field data collection exercises, data management,
and analysis (e.g. baseline and endline data from AKVO FLOW) - Support
the design of surveys and data collection tools using digital data
gathering platforms like AKVO FLOW. - Advise
on appropriate data collection technologies including database storage and
management. - Share
accountability findings with programme teams and senior management, - Facilitate
capacity building process of (consortium) partners and SNV staff on
knowledge, skills and competencies necessary for effective M&E through
training and coaching, - Design
and manage evaluations in compliance with SNV evaluation policy,
including: development of ToR and questionnaires - Advising
management on approval of final report, dissemination of evaluation
findings and recommendations with intended audiences, - Update
the results target matrix in AKVO RSR and compile draft annual donor
reports that are IATI compliant - Support
the project team and partners in extracting lessons learnt and good
practices, and documenting case studies which demonstrate qualitative and
quantitative changes,
duties and responsibilities on Communications:
officer will be responsible to implement communications activities for the
HortInvest project, including identifying audiences, creating a strategy and
translating this into concrete activities. In order to achieve the project
communication goals, the Officer will be required, amongst other things, to:
- Identify
project communication target audiences - Create
a strategy to reach these audiences, taking into account available
communication channels - Translate
this strategy into practical action - Produce
marketing and communications materials as needed - Create
updates for the SNV international website: www.snv.org - Liaise
with project staff to gather testimonials and results (also as part of the
M&E tasks) for publication on SNV owned channels - Create
visibility for the HortInvest project in local media - Liaise
with the SNV GSU Marketing Communications team on the project
communication strategy - Assist
in SNV GSU Marketing Communications activities such as online campaigns
and donor marketing activities - Organize
reviews and learning events, represent SNV on external working groups when
relevant and ensure HortInvest/SNV has appropriate visibility through
exploring all appropriate communication channels.
Profile
- Education:
Bachelor’s Degree in social sciences, development studies, agriculture,
Horticulture, statistics or a related field. - Experience:
At least 5 years of similar work experience is required. Candidate should
be able to work independently – with minimum supervision and guidance from
supervisors. Demonstrated and extensive social media experience is an
added advantage. Good knowledge and strong demonstrated experience in
monitoring, evaluation, accountability and learning, including
participatory approaches. Experience in and the ability to facilitate
capacity building and training at different levels for M&E and
NON-M&E staff. - Skills:
Excellent written and oral English communication skills are required,
additional language skills are a plus, especially French, excellent
coordination and organizational skills. Ability to plan workload and
demonstrate accountability for outputs with minimal direct supervision.
Ability to work under pressure, ability to prioritize and commitment to
meet deadlines. Proven knowledge of computerised systems; high degree of
computer literacy and word processing and spreadsheet/Excel skills.
Experience with statistical packages (e.g. SPSS, STATA) and familiarity
with IT applications to support M&E and information management is an
added advantage. Experience with creating and implementing communications
strategies, creating communication materials (brochures etc.), writing and
editing texts, writing for the webs (blogs and project updates) use of
online social media tools.
