Proposal
Development
Save the Children (SC) is the world’s largest independent child rights
organization, underpinned by a vision of a world in which every child attains
the right to survival, protection, development and participation. Our mission
t
o inspire breakthroughs in the way the world treats children, and to achieve
immediate and lasting change in their lives.
To expand its area of intervention, SC has recently completed INGO registration
in Burundi. The Rwanda CO is responsible for supporting all fundraising efforts
for the new Burundi Program. This support is provided by the team in Kigali as
well as the Child Protection in Emergencies Specialist Consultant based in
Bujumbura. The focus to date has been on completing legal registration and in
positioning SC as a response actor. Since SC is newly registered in Burundi,
its interventions there have focused on capacity building of local partners in
the area of child protection, participating in coordination meetings at
national level, and establishing key contacts in the humanitarian and donor
communities. Now that the registration has been obtained SC wants to approach
donors in Burundi and kick start its interventions for the benefit of Burundian
children, starting from supporting children and families who have been affected
by the pre- and post-election upheavals which started in April 2015. The
initial program focus will be on child protection and if successful could
potentially expand to other sectors such as education, health, and nutrition.
To secure funding and enable the start-up of field operations on the ground the
Rwanda CO is hiring a consultant to assist with a number of ongoing and
projected funding opportunities from ECHO, UNICEF, UNHCR and other donors.
objectives
Reporting to the Program Development and Quality Director, and working with the
Business Development Manager and Director of Operations for Save the Children
International in Rwanda as well as Child Protection in Emergencies Specialist
Consultant based in Bujumbura, the consultant will lead the proposal writing
process for new funding opportunities in Burundi. It is expected that work will
be completed from Kigali with regular contact with the SC representative in
Burundi.

Specifically the consultant will undertake the fallowing actions
a. Familiarize with the emergency and Child Protection
contexts in Burundi
b. Search more details about funding opportunities released
by ECHO, UNICEF, and UNHCR
c. Lead design and write-up of at least 3 proposals and/or
concept notes in response to the calls released by the donors above, in
collaboration with the SC staff mentioned above
– Development of 3 full proposals and/or concept notes according to the
requirements and templates of the prospective donors and SC.

Total Days = 14
The expected duration of the assignment is 14 working days, in December
2016.
modalities
The consultant will be based in the SC Rwanda Country Office in Kigali with
frequent online communications with the Child Protection in Emergencies
Specialist Consultant based in Bujumbura, relevant SC staff members and other
partners as relevant.
Safeguarding and non-discrimination

work with children are considered for these posts. All successful applicants
will therefore be required to provide a Police Clearance and must sign onto our
Child Safeguarding Policy and organizational Code of Conduct.
Understanding of political, funding and sociocultural
landscape inü Greatlakes region and
Burundi in particular, with regards Child Protection. Understanding of the
context in other development areas such as Education, Health and Nutrition
would be an asset
Previous experience of successful resource
mobilization/fundraisingü
Demonstrate experience in proposal development for
institutionalü donors, UN agencies ,
including log- frame development and budgets – including in emergency contexts
Knowledge of refugee emergency programming contextsü
Previous experience in working with Save the children an
assetü
Fluency in French and English requiredü
modalities
The prospective consultant will outline a budget in her/his application,
mentioning his daily rates, VAT inclusive, wished payment modalities. Transport
and communications needed for the assignment will be provided by SC.
requirement and procedures
The applicants will submit an Expression of Interest, mentioning why they are
suitable for the assignment, prior relevant experience and budget/payment
rates. They should also submit their company/consultant registration
certificate and no-debt RRA clearance certificate. Complete applications should
be submitted to HR-Rwanda@savethechildren.org not later than November 25th, 2016.
