PURPOSE OF POSITION:
Save
the Children is seeking a Logistics and Procurement Officer for a USAID-funded
school community partnerships education project, which aims to support the
Rwandan Education Board to create and roll-out a school-community partnership
model to complement improved reading and writing instruction delivered in
schools. The Logistics and Procurement Officer will support logistics for the
program and will assist Program Coordinators and Officers with procurement,
etc.
KEY
AREAS OF ACCOUNTABILITY:
Support
the delivery of effective Programmes for the project of School Community
Partnerships for Education, by:
  • Supporting
    the Chief of Party in the delivery of in-country logistics activities,
    including relief distributions and maintenance and management of vehicle
    fleet and office equipment as part of the field office logistics team;
  • Ensuring
    that purchases are made in a timely and transparent manner, that Save the
    Children procurement policies and procedures are followed at an optimal
    quality/price, and that all procurement procedures are properly
    implemented;
  • Implementing
    effective stock management and administration systems, thoroughly
    monitoring stock levels and advising on appropriate stocking and
    replenishment to meet project demands;
  • Supporting
    and participating in effective training of national staff responsible for
    the maintenance and efficient running of procurement, communications,
    transport, security and office infrastructure;
  • Ensuring
    vehicle fleet management complies with SC standards through appropriate
    allocation and safe use of vehicles and servicing and maintenance
    schedules are adhered to throughout the programme;
  • Preparing
    a monthly ‘Logistics Report’ detailing all logistical activities including
    fuel and procurement, and stock reporting, asset register updates, staff
    issues, and other relevant information;
  • Communicating
    security procedures effectively so they are understood and strictly
    adhered to throughout the programme and so that briefing, communication,
    transport and other systems are developed in support of the maintenance of
    good security for all staff and visitors;
  • Advising
    the Chief of Party on evolving security situations to adapt logistics
    activities accordingly and ensure new emergency operations are effectively
    supported;
  • Assisting
    the Chief of Party in the proposal process by coordinating and helping
    identify technical logistics requirements;

    the provisions of the Child Safeguarding Policy, Code of Conduct and
    Local/Country Procedures and conduct oneself in accordance with the rules
    of the Child Safeguarding Policy, in personal and professional lives –
    which includes reporting suspicions of child abuse.

    that all project activities carried out are considered in relation to
    prevention of sexual exploitation and abuse and handling of serious
    complaints in line with the child safeguarding policy.
  • Promote
    the message of child safeguarding to colleagues in other organizations and
    government ministries, children in their own and beneficiary families, and
    community members in general and be vigilant about observing possible
    child abuse/harm in their personal and professional lives.

QUALIFICATIONS
AND EXPERIENCE
Essential

  • Degree or Diploma in Procurement and Supplies management or relevant area
  • Minimum
    3 years relevant experience of logistics support, including procurement,
    warehousing and stock control, goods distribution, and transportation and
    vehicle fleet management in large international non-governmental
    organisation or other international relief/development body;
  • Proven
    management ability to lead, motivate, train and develop staff;
  • Extensive
    experience in budget, logistics and operations planning;
  • Experience
    of setting up office equipment, including communications procedures;
  • Track
    record of training, managing and developing staff in logistics and
    administrative systems;
  • Excellent
    planning, coordination, and reporting skills, with the ability to organise
    a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Strong
    communication, people management and interpersonal skills in English, with
    experience in leading multicultural, multi-location, values driven teams;
  • Willingness
    to work and travel in often difficult and insecure environments;
  • Commitment
    to Save the Children’.
