PURPOSE OF POSITION:
As a member of the field office
management team in Gicumbi, the Admin & logistics Officer will be
responsible for spearheading  Administration and Logistics matters of the
Field Office (FO).  The Admin and Logistics Officer in his/her capacity
will be accountable for the provision of effective   Administration
and Logistics  services in both emergencies and development programming
contexts at the field office level.
KEY AREAS OF ACCOUNTABILITY:
Logistics Management
  • Management
    of the Field Office Logistics; implement the country logistics policies
    and procedures for the management of the supply chain: procurement,
    transport and distribution, warehousing and stock management, and for the
    management of vehicle fleets, communication systems, and assets.
  • Ensure
    that Save the Children minimum standards and logistics policies are
    implemented and adhered to throughout the Office and that the requirements
    of the donor are also adhered to.
  • Manage
    and support logistics staff including ensuring appropriate team
    structures, clear division of responsibilities, clear objectives,
    management of performance and to brief and support relevant staff as
    required.
  • Ensure
    that the supply chain is appropriate and cost effective, based on budget,
    markets, infrastructure, nature of the Save the Children  programmes,
    and need for timely delivery
  • Provide
    advice and support to senior management on logistics whilst providing
    timely reports
  • Provide
    logistics training and capacity building as required across the programme
  • Ensure
    that vehicles are checked on a daily basis, and liaise with the Logistics
    Manager to ensure that regular service and maintenance is carried out.
  • Ensure
    vehicles have current and lawful documentation.
  • Receive
    travel requests, and maintain trip schedules and Staff Movement Board.
  • Tracking
    of all vehicles on the fleet, including movement planning and day-to-day
    allocation.
  • Manage,
    maintain and ensure repair of vehicles in safe and efficient work order.
Administration Management
  • Providing
    administrative support in the field office, including the front office
    functions (general communications, receiving of guests, e-mail, telephone
    and fax, postage, courier etc) for both Save the Children and Umuhuza
    staff located in the Gicumbi office
  • Ensure
    timely Processing and monitoring the payment of utility bills
  • Facilitate
    the renewal of agreements for Gicumbi premises
  • Supervise
    the cleaner and ensure daily cleanliness of the field office premises
    & efficient operation of the kitchen
  • Overseeing
    the overall maintenance of Save the Children office premises, facilities
    assets and equipment (physical work environment) in Gicumbi field office
  • Supporting
    the processing of all contracts and leases before forwarding them to
    Kigali for signature
  • Ensuring
    compliance with Health and Safety regulations
  • Maintaining
    a proper filing system and ensuring all important documents are filed
    accordingly
  • The
    post-holder will comply with all relevant Save the Children policies and
    procedures with respect to child safeguarding, safety and security, code
    of conduct, equal opportunities and other relevant policies

QUALIFICATIONS AND EXPERIENCE
  • Degree
    in Administration or Logistics
  • Relevant
    training in Logistics and Procurement
  • Experience
    in Admin and Logistics
  • Excellent
    oral and written communication skills in English and Kinyarwanda
  • Strong
    interpersonal skills with the ability to demonstrate skills in supporting
    a multi- disciplined team through a period of change
  • Analytical,
    decision making and strategic planning skills and the ability to handle
    multiple priorities
  • Ability
    to coach, mentor, delegate appropriately and provide developmental
    guidance to supervised staff
  • Competent
    level skills in core IT applications, particularly MS Office
  • A
    commitment to the values and principles of Save the Children
  • High
    level of commitment to the principles of development and to the
    organizational and programmatic goals of  Save the Children
  • Base
    in Gicumbi or surrounded area will be an advantage
