manages the .RW domain name for Rwanda, and also the Rwanda Internet exchange
Point RICTA seeks to recruit for the position of Administration/Finance/HR

JOB
DESCRIPTION
Finance:
  1. Implement
    financial policies and procedures;
  2. Work
    closely with the finance manager to ensure smooth operation of all finance
    matters;
  3. Documents
    financial transactions by entering account information into the Accounting
    software;
  4. To
    process timely disbursement, adjustment, receipt vouchers and payroll and
    ensure that the proper cost centers are charged in accordance with the
    Financial Regulations and Rules as well as the Staff Regulations and
    Rules;
  5. Assist
    the Finance manager with end of year financial reports;
  6. Maintains
    accounting controls;
  7. Substantiates
    financial transactions by auditing documents;
  8. Maintains
    financial security by following internal controls;
  9. Reconciles
    financial discrepancies by collecting and analyzing account information.
Administration:
  1. Oversees
    maintenance of signature files;
  2. Monitors
    and maintains supplies;
  3. Establishes
    and maintains filing systems;
  4. Facilitates
    in coordinating meetings and events with stakeholders, and local Internet
    community;
  5. Prepares
    petty cash requests;
  6. Prepares
    and distributes agendas, minutes, and follows-up as required for specific
    committees and project meetings
Human
Resource:
  1. Working
    closely with various departments assisting line managers to understand and
    implement policies and procedures;
  2. Liaising
    with a range of people involved in policy areas such as staff performance
    and health and safety;
  3. Helping
    in recruiting staff, which involves developing job descriptions and person
    specifications, preparing job adverts, checking application forms,
    shortlisting, and selecting candidates;
  4. Administering
    payroll and maintaining employee records;
  5. Interpreting
    and advising on employment law;
  6. Analyzing
    training needs in conjunction with departmental managers.
  7. Help
    and assist the manager in employees’ contracts in accordance with
    established procedures
  8. Assist
    with writing and distributing new releases announcing important
    information and events
Required
Academic Qualifications, Competences and Skills.
  1. Degree
    in Business Administration, Finance Management, Accounting or any other
    related fielded field;
  2. A
    minimum of 3 years’ experience in finance/accounting and/or office
    management;
  3. Understanding
    of accounting processes and procedures;
  4. Good
    level of competence in Microsoft EXCEL©, WORD© and computerized Accounting
    software;
  5. Should
    be proficient in budgeting, variance reporting, bank reconciliation and
    cash management;
  6. Should
    have strong organizational and interpersonal skills with the ability to
    multi-task, prioritize and work under pressure amidst competing demands;
  7. Excellent
    communication skills with ability to express ideas clearly, logically and
    effectively;
  8. Fluent
    spoken and written English, and have knowledge of Kinyarwanda and French;
  9. High
    integrity and accountability, and good team work spirit;
  10. Proven
    problem solving and analytical skills;
