permanent employees in the following positions.
1. Research development Specialist

Qualifications
– Bachelor Degree in City
and Regional Planning, Econometrics, Architecture, Urban Economics or urban
Design with at least 3 years of working experience or Master’s Degree in City
and Regional Planning, Econometrics, Architecture, Urban Economics or urban
Design.
– Strong Research

Responsibilities
– Collects, compiles and analyzes data to evaluate
programs and prepare evaluation reports; develops conclusions for the purpose
of providing adequate measures for a well-organized housing sector;
– Coordinates research, planning and evaluation
projects with other departments and divisions for the purpose of sharing
information, eliminating redundancy, and maintaining a strict focus; 
– Develops, in consultation with other key staff,
comprehensive programs for research, evaluation, and appropriate reporting
strategies;
– Facilitates meetings, workshops, and seminars for
the purpose of identifying issues, developing recommendations supporting other
staff, and serving the institution in line with its main mission;
– Monitors a wide variety of programs, including but
not limited to involving high learning institutions, their students, teachers
and interns in such a way to facilitate the Government to implement the housing
policy;
– Participates in a variety of cross-functional
meetings-(e.g. workshops, inter and intra district trainings, community and
public agencies, seminars, conferences, etc.) for the purpose of conveying and
gathering information regarding a wide variety of subjects required to carry
out requisite responsibilities and supporting the yearly action plans and other
institution initiatives;
– Prepares needs assessment analysis and designs the
evaluation components for the institution to ensure that the strategic
stakeholders implement all the housing legal tools effectively;
– Presents a wide variety of topics related to
administrative responsibilities (e.g. statistical and financial information,
overviews of program’s/services, policies and procedures, etc.) for the purpose
of providing general information, training others, implementing actions, etc.
– Researches topics required to manage assignments
(e.g. relevant policies, economic impacts, building materials, raw material
resources, financial resources, etc.) for the purpose of developing new
programs/services, ensuring compliance with regulatory requirements, securing
general information and/or responding to housing market needs;
– Responds to issues related to conflicts in policies
and regulations, community concerns, requests that may result in some negative
impact and or liability if not appropriately addressed for the purpose of
identifying the relevant issues and recommending or implementing a plan of
action that will efficiently resolve the issues.
2. Legal Affairs
Qualifications
– At least a Bachelor’s
Degree in Law
– Tasted ability in legal
drafting ;
– at least 3 years of
working experience in a relevant field ;
– proficiency in computer
applications
– Fluent in English and
French
– H/she must be an
effective arbitrator and administrator, able to quickly and effectively deal
with a large amount of paper work and meet tight deadlines ;
– H/She should be organized,
effective and able to solve routine problems and mistakes without reference to
his/her supervisor;
Responsibilities
– Provide legal advice to the Director General; attend
to all legal issues that the organization may face;
– Provide legal advice on how best to handle urban and
administrative conflicts resolutions;
– He/she should be organized and effective and able to
resolve routine problems and mistakes without reference to his/her Supervisor.
3. Urban settlement Planner Senior Engineer
Qualifications
– Bachelor’s Degree in
Urban and regional planning, land use planning, Urban Design Civil Engineering,
Rural development, Development studies with at least 5 years of working
experience or Master’s degree in same fields with 3 years of working experience
– Good knowledge of the
area and the ability to interact with the local population
– experience in
construction engineering and management and project design;

Responsibilities
– Design human resettlement programs, concepts,
bankable projects and strategies in specific zones of urban and periurban areas
at National Level;
– Develop and execute resettlement layout plans in
selected sites for this purpose.
– Conduct technical studies for the development of
resettlement sites and communities;
– Support development and implementation of
Resettlement Action Plans and Environmental Management Plans for sustainable
urban development and management in specific projects;
– Advise and assist on review of Social Aspects and
Community Participation planning and implementation activities; 
– Identify and map appropriate disaster risk-free)
sites for resettlement in all urban centres and towns of the country
– Undertake project coordination, supervision and/or
management between project components, staff and consultants/contractors
working on an upgrading or resettlement scheme. Responsible for ensuring
sub-project is implemented to schedule and budget and all in accordance with
project concept, approach and documentation. Responsible for reporting monthly
and quarterly progress to CoK and for compiling Quarterly Reports to World
Bank.
– Assume overall responsibility for planning and
engineering aspects of an upgrading or resettlement project; ensuring affected
households receive the necessary compensation according to the Resettlement
Action Plans and determining the final payments due to claimants based on the
Detailed Measurement Survey carried out by the Surveyor and preparing quarterly
reports to stakeholders on progress and issues arising on the such projects.
– Support the elaboration of detailed measurement
surveys to verify exact areas of land and property to be acquired and liaise
with Surveyor; Valuer and Social/Community Development staff based on
Resettlement Action Plans and relevant engineering drawings
– Advise and assist on review of bidding documents,
expressions of interest; procurement procedures bid evaluation and reporting as
well as in contract negotiations of studies and projects in line of duty;
4. Urban Design Specialist
Qualifications
– Bachelor’s degree in
urban design, architecture, with 5 years of working experience or Master’s
degree in same fields with 3 years of working experience

– Developing ‘visions’ for places using creativity and
imagination to invent or re-invent the environments we live and work, in;
Responsibilities
– Designing built spaces -from whole towns and
neighbourhoods to individual streets or squares. Advising on the design of
developments and regeneration projects;
– Researching and analysing places and people
-understanding the physical, political,

understanding the physical, political, economic, spatial and psychological
context of the places; 
– Accessibility — design zones that are providing for
ease, safety and choice when moving to and through them; 
– Graphic representation — from sketching and
technical drawing to using the latest technologies and packages in
visualization and computer aided design;
– Appearing as an expert witness, preparing statements
of evidence, and giving evidence on urban design matters on appeals into
planning applications and development plan inquiries;
– Drawing up a set of planning and design principles
for a specific area or site and writing an urban design framework that will be
integrated into all master plans and local urban development plans;
– Designing a development layout for an area or site
by designing transportation network, pedestrian walkways, and cyclist ways to
be integrated into indicative layouts for specific sites of the master plan;
– Collaborating with Local service professionals on
the management, design and maintenance of the public realm;
– Design the streetscape, landscape and advise how the
urban aesthetic of all cities and town will be achieved.
5. Housing Development Senior Engineer
Qualifications
– Bachelor’s degree in
architecture or civil engineering with 5 years of working experience or
Master’s degree in same fields with 3 years of working experience

Responsibilities
– Developing optimum and cost effective designs for
different Building typologies for low and middle income earners without
compromising structural requirement and sustainability;
– Carrying out the feasibility studies for new
Affordable Housing Projects and provide appropriate conclusions to be forwarded
to the other hierarchy for final decisions.
– Conduct structural analysis for the agreed typology
– Structural investigation/ Analysis of submitted
Affordable Housing project requesting for approval
– Supervise construction projects in Affordable
Housing scheme done by different stakeholders; review their works for accuracy,
completeness, relevancy, and adherence to Affordable Housing requirements;
 – Contribute in
legal framework regarding Affordable Housing program
– Coordinating and monitoring various stakeholders in
Affordable Housing projects
– Scrutinizes and approves all the Interim Payment
Certificates (for RHA projects) forwarded to the division for payment prior to
approval by the Division Manager 
– Preparation of the required tender documents to be
submitted to the procurement;
– Recommending ways to bring systems and operations
into compliance with goals and objectives;
– Perform other duties as assigned by the direct
supervisor.
6. Integrated Urban Settlement Development Engineer
Qualifications

Responsibilities
– Principally the planning officer shall offer
technical backup support to the Director of Planning;
– Consolidation of department, division and unit plans
and budgets into a comprehensive annual work plan and budget for RHA;
– Follow up with planning officers in other
departments and units on timely implementation of set activities;
– Prepare regular implementation progress reports as
required by different bodies of government (MINAGRI, MINECOFIN, etc.
– Draft Terms of Reference for required technical
assistance personnel; 
– Prepare budget performance reports and medium term
plans;
– Assist the budget officer and the Finance unit with
coordination and implementation of results based budgeting in respect of
program and activities falling within the responsibility of RHA;
– Carry out institutional surveys, collect, analyses
and compile the statistics information of relevance to RHA;
– Perform other tasks as assigned by your supervisor
from time to time and within the scope of work.
