The
Rwanda Civil Society Platform (RCSP) is a nongovernmental organization that was
established in 2004with an objective to setup up a platform for information
sharing and consultation between CSOs and the
Rwanda Civil Society Platform (RCSP) is a nongovernmental organization that was
established in 2004with an objective to setup up a platform for information
sharing and consultation between CSOs and the
ir partners. It operates in
accordance with Law No. 04/2012 of 17/02/2012 on the organization and
functioning of national non-governmental organizations in Rwanda. It is
currently composed of 9 national umbrella Organizations which have more
than1400 Member NGOs in total. The RCSP main mission is to serve as a framework
for consultation, reflection on common issues, information sharing, support and
mutual reinforcement and to provide valid interlocutor in the face of various
partners of civil society.
In
order to enhance CSOs contribution to the national development, their
participation in influencing policies is of a paramount importance for
sustainable development. There is also need for coordinated, pro- active, dynamic
and sustainable engagement of local CSOs in policy development, implementation,
monitoring and evaluation as well as strategic partnerships and strong synergy
between CSOs, Private Sector and the Government of Rwanda.

- Conduct
analysis and ensure RCSP’s strategies and goals are aligned with national,
regional and international context; - Communicate
findings of strategic projects to the rest of RCSP Members and secure
stakeholders involvement; - Support
the design of the implementation of reforms and strategies and provide
oversight where necessary; - Identify
priorities, prepares strategies and plans for achieving goals and
objectives and recommend themfor approval; - Formulate
action programs to implement strategies and plans; - Follow
the execution ofprojects and other activities financedunder RCSPin
accordance with agreed plans and standards under direct supervision of the
Executive Secretary; - Evaluate
the outputs, outcomes and impact ofactivities; - Increase
the impact of RCSP’s efforts to improve the Platform’s competitiveness and
attractiveness and enhance the synergy between RCSP Members; - Ensure
that the Platformis deeply engaged and takes a leading role in efforts to
improve Rwanda’s Civil Society development; - Prepare
and coordinate the RCSP’splan and projects in liaison with all the heads
of Units; - Analyze
and strengthen statistical data base of the institution; - Analyze
and provide relevant statistical information to RCSP management; - Provide
regular and accurate performance reports to Executive Secretary containing
performance indicators, budget plans forecasts and work developments; - Develop
project performance monitoring plan and ensure adherence to plan during
projects implementation; - Develop
monitoring and evaluation tools and systems that effectively track
projects deliverables and progress; - Create
evaluation frameworks including specific methodologies to conduct project
evaluations; - Conduct
or oversee baseline, mid-line and end-line projects surveys and gather
data into a reportable format; - Organize
Monitoring and Evaluation site visits to ascertain status of project
achievements and undertake interviews and discussions with program staff
and stakeholders; - Document
best practices and success stories to support innovation strategies; - Assist
the Executive Secretary with preparation of high quality quarterly and
annual reports that highlight project achievements and milestones; - Provide
periodic Monitoring and Evaluation reports; - Develop
quality assurance and quality enhancement strategies of the RCSP; - Write
project proposals, develop and keep an updated project baseline.

Having at least a bachelor’s degree obtained with first or second class upper
level in Economics, Statistics, Development Studies, Project Management, Public
Administration, Social Sciences or any other similar fields. Holding a
Master’s degree with the same distinctions is an advantage;

Having a considerable experience working with/for civil society development

Excellent oral and written communication skills in English and Kinyarwanda,
