Since
May 2014, Plan International has been the lead implementing partner for UNHCR
and MIDIMAR in child protection and SGBV across all refugee camps in Rwanda. In
May 2015, Plan International Rwanda has secured funding from “Nike Foundation”
to implement the “Girls Take the Lead: Building the Assets of Adolescent Girls
in Refugee Camps in Rwanda” project, which is designed to build critical assets
for girls to protect them from violence in two refugee camps in Rwanda: Gihembe
and Nyabiheke. The project is implemented by Plan International Rwanda and
closely supported by the Plan International USA office in Washington, D.C. The
project is being implemented since May 2015 up to October 2017.

overall objective of the Project Manager is to support the communication and
reporting required by the grantee to US National Office (USNO) and the donor.
The Project Manager will also provide support in project management by

Coordinator – who is overseeing the project at camp level – to ensure all

- Monitor
the implementation of the Girls Take the Lead project and ensure alignment
with all facets of the agreements and work plans. - Maintain
strong relationships and communicate as often as necessary, via email and
Skype, with USNO and the donor. - Collaborate
with the Monitoring and Evaluation Team at Country Office to monitor data
collection, draft surveys, pre and post-tests and support the end line
evaluation - Compile
quarterly and annual reports and support staff to increase capacity in
report writing. - Provide
technical support in child protection and SGBV case management, inclusive
of coaching/mentoring staff and providing capacity building as needed to
ensure appropriate referrals and support to survivors, and so that the
staffs become leaders of GBV response, particularly with adolescents. - Provide
technical support to the Girls Specialists in the BLOOM Choose a
Future! Curriculum and REPSSI economic-empowerment curriculum and
support the development of a mentorship model, girls groups, and community
service projects. - Support
the financial management of the Girls Take the Lead project to ensure that
the budget is properly spent on time and amended if needed. - Support
the Business Development team in searching new opportunities for Resources
mobilization and offering technical support on proposal development. - Ensure
knowledge of and adherence to the Prevention of Sexual Exploitation and
Abuse and Plan International’s Child Protection Policy. - Work
with various departments at Country Office to process requests and ensure
effective collaboration with local partners. - Support
grant management, liaising with Country Management Team at Country Office
as necessary. - Any
additional tasks that are requested to support the Refugee Protection
Program.
Methodology/Approach
The

based in Kigali, with consistent communication with the Gicumbi office and
regular travel to the camps. - Collaborate
with USNO to adjust work plan as necessary and develop activities with
emphasis on adolescent girls and entrepreneurship. - Monitor
field activities for the Girls Take the Lead grant to ensure proper
implementation. - Review
draft narrative and financial reports prepared by the Protection
Coordinators for the Girls Take the Lead grant; finalize reports and
submit to USNO. - Liaise
with various departments at Country Office (e.g., procurement,
partnerships, finance) to ensure timely and effective implementation. - Report
to the Head of Programs with weekly check-ins either by phone or in person
and work closely with the SGBV & Child Protection Project Manager and
the Child Protection Program Manager to keep both informed of the progress
of the Girls Take the Lead project.

needed to ensure timely implementation. - Assessment
on staff capacity building needs, proposal for capacity building, and
implementation of capacity building plan (inclusive of Prevention of
Sexual Exploitation and Abuse). - Technical
input to proposals provided and concept notes and case studies developed. - Final
report of work on achievements, lessons learned, challenges, and
recommendations to improve child protection and SGBV programming in
Gihembe and Nyabiheke camps.
Knowledge,

ideal candidate will have:

years’ experience in program design and implementation, including at least
two years of humanitarian experience, particularly working on projects
related to adolescent sexual, reproductive health and/or economic
empowerment. - Proven
experience writing reports for U.S.-based donors. - Proven
knowledge and experience in developing and implementing community
mobilization projects. - Supervisory
experience (for case management, project management, and grants
management). - Relevant
regional and international experience strongly preferred. - Familiarity
with standards and guidelines for GBV programming and coordination as well
as guidance on PSEA. - Familiarity
with international humanitarian operations, coordination structures, and
the mandates of donors, UN agencies, and other NGOs. - Proven
experience in proposal development and fundraising. - Ability
to exercise sound judgment, to remain flexible to a changing environment,
and to make decisions independently. - Ability
to work well with a cross-cultural team. - Fluent
English speaker with strong communication skills, both oral and written. - International
