Country Human Resource Manager will provide leadership and strategic direction
for the HR function within the country according to Plan’s global HR principles
and policies, global best practices cognizant with local environment and in
line with Plan Rwanda ambition 2020.
KEY AREAS OF
RESPONSIBILITY
- Preparation and implementation
of the country HR strategy - Preparation and management of
the country HR budget - Implementation of
consistent HR policy and practices that supports and arc consistent with
the global policy and are Iegally compliant. - Advises and counsels
managers on Sound employee relations and their HR issues including
appraisal, disciplinary measures, restructuring and HR policy - Review of organization
structure, roles and competency require mounts and standardized Job
descriptions for each position. - Design and delivery of coaching
and mentoring program for Managers - Design, deliver, monitor and
evaluate orientation, training and development programs - Embed the appraisal process
across the country. - Support and implement the
Global Talent Management process within the country - Provide individual counseling

QUALIFICATIONS AND EXPERIENCE
- A Postgraduate/Master’s degree
in Business Administration, Human Resources or Business management field
with 3-5 years of practical experience in similar position. - Proven experience working in a
HR generalist capacity in senior management role - Experience influencing
organizational policy and practice in the areas of HR - Experience in major HR function
such as organizational design, performance management, reward management,
recruitment and selection, training and development

PURPOSE OF THE
JOB
Early Childhood Care and Development (ECCD) is one of the programs Proposed in
Plan Rwanda’s Five Year Country Strategic Plan. Plan Rwanda has identified this
theme among others to potentially make significant impact in the country and on
the community, reinforced by the fact that Plan Rwanda has core Competence from
experience in implementing similar programs in and out of the region.

and projects and supervises the project staff based at the Program Unit levels.
The incumbent is member of various the matic networks and participates to the
development of various reports including media reports related to his/her
sector at country, regional and global levels.
AREAS OF RESPONSIB1LITY
- With support from the Program
Support Manager, design, implement, monitor and evaluate Early Childhood
Care and Development (ECCD) related strategies and other matters to ensure
that CCCD is embedded in programs - With the support of the PSM and
the Resource Mobilization specialist/Manager, design innovated projects
and scale them up to increase local and external program income as well as
to reach more vulnerable children and their families - Build Human Right based
Approach and Child Centered Community Development (CCCD) into ECCD
programming to ensure children rights are embedded in programming - Oversee ECCD budgets and
expenditures to ensure their alignment with the required standards. - Train staff on ECCD Country
Program, also train partners including parents (moral duty bearers) and
principle duty bearers on better child rearing practices (nutrition,
family planning, social and emotional care for children including children
with special needs; - ECCD related matters and
advocacy to increase their knowledge and capacity in best practices and
gender related issues in ECCD. - Facilitate the implementation
of awareness raising campaigns to mitigate negative behavior of
communities including duty bearers towards Early Childhood Care and
Development and to protect children at the ECCD centers and beyond - Produce briefings, reports and
other ECCD related data/information to show program progress and impact - In collaboration with the PSM,
liaise with other development organizations as well as the government to
build partnership/alliances and come up with innovative and comprehensive
interventions for ECC - Implement international,
regional, national and local initiatives related to ECCD to influence
policies implementation and strategies within the country and improve Plan
visibility. - Support the dissemination of
user friendly ECCD policies among targeted communities - Ensure integration of action
around ECCD by linking the ECCD linking with the local health centres
through referrals, awareness raising and trainings to community health workers
on parenting and regular health screening to children that attend the ECCD
centres - Ensure child protection, water
and sanitation are promoted in the ECCD centres
QUALIFICATIONS AND EXPERIENCE
- Postgraduate degree in Early
Childhood Care and Development Education, development studies, Education
or related fields - Minimum of 4 years relevant
working experience in community development or similar position. - Working experience in a similar
role and experience working with bilateral organizations or INGOs would be
an added advantage. - Excellent reporting skills and
competences in computer literacy(M-Excel, MS Word, & Power Point,
internet) - Experience working with
communities parents and families and more importantly working with
children

PURPOSE OF THE
JOB
To promote capacity development of partners, community organizations for
effective engagement in Child Centred Community Development and realization of
child rights.
and promote the achievement of country goals through coordination of country
grant funded program activities.
KEY AREAS OF
RESPONSIBILITY
- Meet regularly with ail
partners to discuss successes and operational challenges - Identify and prioritize
key issues where partners are in need of support, training - Facilitate sharing and learning
by organizing quarterly partner meeting where head of all partners and
Plan heads of departments meet to reflect on progress and challenges. - Set up of action plans
and make follow up. These action plans should contain actionable points
and milestones for Plan as well as partner. - Promote Plan’s organizational
values as well as sharing Plan’s operational procedures and regulations.
Promote Plan’s rights based approach and Conduct partner assessment
including mapping of mission and vision - Develop a plan of support and
training for partner organizational and follow up to ensure quality and
timely implementation - In case of partners non
compliance with Plan Rwanda and/or donor process requirements follow up
(jointly with CAD point person) on key actions - Identify capacity building gaps
of partners organizations to faster institutional development. Ensure that
partners comply with Plan Rwanda and donor administrative requirements,
including accurate and timely reporting - Support the Business
Development Specialist in the entire process of researching,, planning,
development and preparation or Grant proposals to completion; - Maintain strong
communication among all stakeholders in the grant development process - Support the BDS in the
preparation of Grant Agreement Documents (GADs) for new grants and
facilitate the process-through the various stages upon approval; - Provide timely and accurate
monthly Grants status report by use of Grants Tracking System (GTS) on the
2nd day of following month; - Review Grants reports and
timely submit lo National Offices (NOs) and/or to Donors - Liaise with Program team and
Admin to facilitate grants related visits, meetings including logistics
planning and agenda setting.
QUALIFICATIONS AND EXPERIENCE
- Postgraduate Degree in
Development or related field including Organizational/business
Administration. Post graduate diploma or degree will be added advantage. - At least 3 years of experience
in providing organizational development support, assistance in the NGO,
public or private sector - Experience in Participatory
approaches to organizational development assessment and capacity building - Experience in working with
complex partnerships
