Position Summary:
The IMB Infectious Disease (ID) program
provides support for HIV (adult, adolescent, and pediatric), PMTCT (pregnant
mothers and exposed infants), and Hepatitis C and tuberculosis services to
district hospitals, health centers, and community health workers in the
districts of Southern Kayonza, Kirehe, and Burera.  The ID Program Manager
is responsible for managing and executing all aspects of the IMB ID Program in
terms of planning, implementation, budget management, staff supervision,
training facilitation, and monitoring and evaluation. The ID Manager will
communicate with health officials, care providers, and IMB program leaders to
organize and manage joint activities and budgets for ID supports.
Purpose of Job:
The purpose of this position is to 1)
Plan and execute all ID program work plan activities ; 2) assume all financial,
monitoring & evaluation, and training responsibilities of the program; and
3) represent the ID program with other IMB programs, IMB-supported district
hospitals and health centers, and central level MOH and partner
organizations. 
Major Responsibilities:
  1. Design
    and execute program strategy, work planning, logistics, implementation,
    and accountability
  2. Serve
    as primary budget holder for program expenses and maintain all financial
    responsibility of the program
  3. Provide
    mentorship and continuous quality improvement for doctors, nurses, and
    community health workers in provision of HIV services
  4. Plan
    and implement all ID-related trainings, retreats, and research meetings
  5. Oversee
    all beneficiary support provided by IMB for HIV patients and clinics,
    including nutritional support, home visits, transport fees, educational
    sessions, and psychosocial services
  6. Represent
    IMB and collaborate with all key stakeholders, including district and
    hospital authorities (District Clinical Directors, District Hospital
    Medical Directors, District Hospital ID Supervisors, HIV Mentors),
    Ministry of Health officials, technical working group implementation
    partners, and civil society organizations
  7. Serve
    as primary IMB point of contact for inter-departmental collaboration
    within the organization, including close collaboration with program
    leaders in Community Health, Non-Communicable Disease, Mental Health,
    Medical Education & Training, Social Work, Health Information Systems,
    Monitoring & Evaluation, Procurement, Food Security, and District Leadership
  8. Supervise
    ID Nurse Assistant(s), including administrative management of schedules,
    logistics, and performance
  9. Lead
    and Support ID research activities as needed
Preferred Skills and Qualifications:
  • Qualified
    nurse or public health expert with experience and training in the field of
    HIV, PMTCT, and TB (Minimum A0 education level is required)
  • Master’s
    degree or previous training in the field of public health, project
    management, or business administration or experience in public health
    programming and delivery in the field of HIV
  • Extensive
    experience in Planning and Monitoring & Evaluation activities,
    particularly in the field of HIV
  • Previous
    experience and quantitative skills in research design, methodology, and
    analysis, particularly in the field of HIV
  • Previous
    experience in the field of HIV policy or participation in technical
    working groups in the Rwanda context
  • Skills
    and training in the field of quality improvement and mentorship
  • English
    and Kinyarwanda fluency required
