Haiti, Rwanda, Lesotho, Malawi, Peru, Mexico, Russia, Dominican Republic, and

2005, PIH and its Rwandan sister organization, Inshuti Mu Buzima (IMB), began
working in partnership with the Government of Rwanda to address the critical
HIV/AIDS epidemic afflicting the population and to comprehensively strengthen
the public health system in rural, underserved districts in Rwanda. Since then,
this collaboration has implemented a comprehensive district-level health
systems strengthening intervention built on strong monitoring and evaluation
systems. This intervention was designed to provide ongoing feedback to programs
to improve service delivery in rural parts of the country. A key component of
the intervention was a decentralized quality improvement intervention at health
centers which has been informed by these monitoring and evaluation systems.
Today, we serve three districts with a total catchment of roughly 800,000, and
are building on these lessons to expand services from HIV to oncology.

The
IMB District Clinical Director (DCD) is an integral member of the IMB
cross-site clinical and district-based leadership teams. Leadership of district
programs includes working with each IMB clinical program manager to set
strategic goals, develop work-plans, establish clear metrics, and provide
feedback and support where necessary to achieve each program’s goals.

On
the district level, the DCD will work closely with the IMB District Project
Director (DPD) to build relationships with and accompany government partners in
executing shared clinical priorities. The DCD will lead and oversee the
implementation of all clinical programs at each level of the district’s health
sector: community, health center, hospital and district health leadership.

as primary liaison between IMB and MOH programming and health initiatives
in the district - Support
the implementation of district health system strengthening - Support
initiative around building local clinical capacity in a thorough,

- Works
closely with the DPD and other IMB district leaders to coordinate daily
clinical activities at each level of the district health sector:
community, health center, and hospital. - Builds
and maintains relationships with our district partners, including the DHU,
medical director and other hospital leadership, and health center
titulaires - Engages
the District Health Unit office for clinical matters and to support
institution settings for initiatives such as MESH, Community Health
integration, and Race to the Top. - Supports
the Medical Director to reinforce quality improvement at the Hospital and
works closely with Medical

to coordinate all IMBÕs accompaniment programs within the district.

- Works
closely with the Medical Director and DHU to frame health related
priorities and lead health system support by IMB in the district - Supervises
and collaborates with IMB District Clinical Advisors, who regularly
collaborate with the medical Chief of staff and the Chief of nursing to
support high quality care delivery at the hospital - Manages
and approves budgets for all district-based clinical programs and
activities - Directly
supervises all district-based IMB clinical program staff and clinicians - Serves
as an active member of the IMB Executive Committee and District Planning
Committee for overall coordination of activities between districts - Coordinates
work with DPD across departments (including Finance, HR, Procurement etc.)
to plan best use of resources to meet project priorities - Works
with the IMB M&E team and partners to develop shared metrics for
success for each facility Ð the hospital, the health center and pharmacy.
Assesses progress on these metrics quarterly, makes clear action plans to
address needs, and coordinates with partners and across departments to
bring necessary resources to bear. - Serves
as an active member of the IMB research committee and collaborate in
overall coordination and implementation of the ongoing research projects
at Kirehe district.

Requirements
- Medical
doctor with at least two years of post-graduate clinical experience - Advanced
degree in public health, health policy, or health -related research field
with at least two years experience working in health program or policy
development in a resource limited setting is highly preferred - Training
and experience in monitoring and evaluation or health information systems
and operational research, including strong data analysis or quantitative
skills - Strong
organizational, management, and communication skills including experience
with budget development and strategic planning; - Outstanding
interpersonal skills, diplomacy, humility, and a commitment to social
justice; - Computer
skills including Microsoft Word, Microsoft Excel, internet and email; - Fluency
in English and Kinyarwanda is preferred
