Background
Development
Partners (UKAID, SIDA, SDC and USAID) are establishing a multi-donor civil
society support programme to support civil society strengthening and specific
civil society initiatives. The aim of the programme is to strengthen the
capacity of civil society to become more effective at engaging constructively
with government on key policy issues in order to foster improved development
results.

implementation as well as providing specialist monitoring and evaluation

The
Partnership Grant Manager (PGM) is the primary focal point of the Partnership
Team and leads the grant management process. The PGM will map the process the

responsible for ensuring that the activities are undertaken in accordance with
contractual obligations, company policies, Group Standard Operating Procedures
(SOPs) and Guidelines and Client rules and regulations.

- To
develop and implement the Partnership Grants Programme;
- Map
the Partnership Grants Process;
- Lead
the production of all documents and tools needed for the Partnership
Programme , including Grant Agreements;
- Work
with the Research, Monitoring and Evaluation team to develop the
monitoring and evaluation procedures of the Programme, and subsequently
monitor impact and compliance;
- Assess
funding applications, manage a caseload of grants and carry out related
administrative duties;
- Lead
negotiations with the Client in terms of the programme budget;
- Manage
all external reporting to ensure timely delivery of high-quality reports
with the Grants Team;
- Assist
Deputy Team Leader in grant application process and provide support to
applicants;
- Liaise
with other funders, local organizations and statutory services to keep
updated on policy and other developments;
- Support
programme staff in grant revisions, cost extensions, no-cost extensions,
budget realignments, and other as required;
- Maintain
a comprehensive information management and filing system that ensures all
Client contractual documents, reports, key correspondences, etc. are
appropriately filed in up-to-date and consistent soft and hard libraries
available as needed;
- Assist
in capacity building of partners;
- Maintain
a broad and deep understanding of relevant Client policies, regulations
and procedures;
- In
concert with the finance team, assist programme technical leads and
operations staff with understanding the reporting and other compliance
requirements on their grants;
- Ensure
timely and accurate payments are made to Grantees throughout the life of
the Grants Programme.

PGM will report to the Team Leader. Internally, the PGM will need to work closely
with the Deputy Team Leader, capacity building adviser, MEL adviser,
partnership facilitators, office and finance manager. Externally, the PGM will
establish a good working relationships with government counterparts and CSOs.

Key
competencies, education and professional expertise required

- CPA
with relevant experience of grants and programme management or master’s degree
in accounting and financial management with eight years of relevant
experience or Bachelor’s degree in accounting and financial management
with 10 years of relevant experience;
- At
least 10 years of experience in international development, with at least
five years of experience related to good governance and CSO capacity
building and with at least five years of experience of working on grants
programme or in a similar role; At least five years of experience working
with DFID or SIDA or SDC or USAID projects;
- At
least five years of experience working on Grants Programmes or in a
similar role;
- Up-to-date
knowledge of latest development thinking on partnership and grant
management approaches;
- Experience
of working with a range of stakeholders including civil society, private
sector organizations or government agencies;
- Willingness
to travel across the country;
- Excellent
written and spoken English and with a good report writing and presentation
skills; and a good communication and interpersonal skills;
- Strong
organizational skills;
- Strong
analytical skills in terms of budgets vis-à-vis programme requirements;
- Attention
to details and ability to ensure value for money approaches are followed;
- A
positive, flexible attitude to work including the ability to multi-task;
- Excellent
IT skills (including data analysis and presentation, presentation of
reports etc.); and
- Ability
to work as part of a team.
