Terms of Reference

Position: District Field Coordinators for Gatsibo and Nyaruguru Districts.

Main Function:
The District Field Coordinator will support PPIMA project partners to ensure
effective implementation of planned PPIMA project activities in Gatsibo or
Nyaruguru district. A major component of the PPIMA Project in the districts
consists in the implementation of the PPIMA Community Score Card, to monitor
and give systematic community feed back to local and national governments on
policy effectiveness and impact, particularly in relation to service delivery.

Reports to: PPIMA Project Coordinator (PPC)

General Responsibilities:
• Participate in the further improvement of the PPIMA implementation plan.
• Participate in all activities relevant for the enhancement of the PPIMA
project.
• Represent PPIMA in relevant meetings with donors and other cooperating
partners.
• Responsible for tasking and supervision of assigned personnel.

Detailed Responsibilities:
• Work as the focal person for PPIMA project for Gatsibo or Nyaruguru District.
• Provide needed technical support to PPIMA project implementing partners in
the Districts to ensure effective implementation of activities in line with the
contracts signed with the Partners and their respective activity plans.
• Facilitate systematic data gathering on the implementation of the project.
• Work closely with local authorities and community representative structures
to ensure needed political support and uptake of community recommendations at
different policy levels.
• Participate in key policy meetings at district and sub-district level and
coordinate regular systematic feedback and updates on the implementation of the
project during these meetings (JADF meetings, District Council meetings, etc).
• Coordinate effective advocacy activities at district and sub-district levels
based on the outcomes of PPIMA project activities at the community level.
• Assess and recommend training and other support needs of district implementing
partners.
• Facilitate timely production and submission of high quality monthly action
plans, quarterly and annual progress reports by partners to NPA and PPIMA
Development Support Unit (PDSU)
• Write and submit quarterly, semi-annual and annual PPIMA district report to

Qualifications:
• A Bachelor Degree in a relevant field.
• A Good understanding of gender equality and Human Rights-based principles and
approaches.
• Willingness, ability and commitment to live and work for extended periods in
rural communities.
• A strong analytic, planning, training and facilitation skills.
• Fluency in English and Kinyarwanda. French is an added advantage.
• Excellent Communicator orally and in writing.
• Innovative, self-driven and team player.
• Interpersonal skills, with experience of working in multicultural contexts.
