1.
Background
The
Nile Basin Initiative (NBI) is a
partnership of the riparian states of the Nile. The NBI seeks to develop the
river basin resources in a

cooperative manner, share substantial socioeconomic
benefits, and promote regional peace and security. Within the framework of the
NBI, through its investment arm, Nile Equatorial Lakes Subsidiary Action
Program (NELSAP,  the Governments of Burundi, Rwanda and Tanzania have
received financial support from the World Bank for implementation of the
Regional Rusumo Falls Hydroelectric Project (RRFHP).

NELSAP
Coordination Unit established a Project Implementation Unit (PIU) in charge of
day to day implementation of the project. The PIU is led by a Project Manager
with a core team of Project staff and support staff.
2.
Purpose
The
Regional Rusumo Falls Hydroelectric Project /Administrative Assistant Site
Office, is a professional support staff of the Rusumo project at the field
Office. She/He is recruited
to carry out general secretarial duties
such as organizing the field office, filing and creating conducive working
environment;
3.
Accountability and Reporting
The
Project /Administrative Assistant Site Office, will report and be
accountable to the Rusumo Project Manager.
4.Main
duties and responsibilities
  • Manage
    incoming and outgoing mail, telephone calls and keep an appropriate
    filing system;
  • Screening
    of all in-coming and out-going correspondences, extracting information
    regarding documents, visitors, missions and meetings;
  • Filing
    and maintaining up to-date project files;
  • Drafting
    correspondences for the Project;
  • Reception
    and directing visitors to the appropriate staff;
  • Support
    staff in the Project
  • Making
    petty cash payments and maintaining proper records;
  • Follow
    up and keep records of project cars repair and maintenance;
  • Preparing
    requisition for office needs and receiving goods delivered;
  • Carrying
    out general secretarial duties such as organizing the office and
    creating conducive working environment;
  • Keeping
    and maintaining a project phone and mail directory;
  • Translate
    correspondences and other necessary document in French and English;
  • Any
    other duty as assigned by the supervisor.
5.Qualifications
and Experience
  • A
    Bachelor Degree in Languages, Mass Communication, Public Relations,
    Information Management, Social Sciences, Business Studieswith strong
    practical skills and experience in Office Management or any other
    technically related discipline from a recognized University;
  • At
    least five years of practical working experience in a busy
    multicultural project or public sector (Government).
  • Working
    knowledge and experience in international or Donor funded
    organizations will have added advantage.
  • Knowledge
    of methods and practices in Office Management, Customer Care ,
    documents translations/interpretationsand/ or Public Relations;
  • Demonstrated
    efficient skills in the standard applicationssoft wares such as Ms
    Word, Ms Excel, Ms Access and Ms Power Point, Internet Browsers and
    search engines will be critical.
  • Demonstrated
    efficient skills in translation of documents from English and /or
    French will be an extra credit;
  • Willingness
    to take initiatives if necessary;
  • Willingness
    to work for extended hours to meet strict deadlines;
  • Excellent
    oral and written English and French will be an added advantage
