Job
Description
  • Receive
    and acknowledge receipt of all incoming mail and outgoing mails to the
    Ministry and capture them on the e – doc;
  • Proper/professional
    filing and keeping of all mail; both incoming and outgoing;
  • Ensure
    Mails are recorded before they are transmitted to the relevant departments
  • Ensure
    outgoing and incoming correspondences are properly recorded and filed
  • Safe
    custody and control of use of the Ministry’s stamp and seal;
  • Code
    all outgoing mail;
  • Dissemination
    of all outgoing email and keeping a record of its receipt at the various
    destinations;
  • Liaise
    with Courier service providers to collect and deliver courier from the
    Ministry’s Central Secretariat to ;
  • Produce
    (photocopy and bind) documents as may be needed by different Units;
  • Produce
    weekly report of the status of mails responded to or not
  • Ensure
    high standards of customer care to the clients of the ministry
  • Performs
    such other related duties as may be assigned by DAF from time to time;

Description
•Prepare
plans, guidelines & procedures for safe management of chemicals &
hazardous substances including movement, containerization, storage,
identification, record keeping, & emergency response &/or disposing of
hazardous waste;
•Monitor activities pertaining to the installation or construction of pollution
source & control facilities to ensure compliance with the National Emission
Standards for Source Specific Air Pollutants, National Ambient Air Quality
Standards, Effluent Discharge, & report monitoring results.
•Monitor the general use of chemicals, with particular attention on those
listed under the provisions of Multilateral Environmental Agreements (MEA);
•Monitor the importation or distribution of chemicals and the generation of
solid and hazardous wastes;
•Make follow ups and ensure that hazardous wastes Treatment Storage &
Disposal (TSD) facilities are properly operated & maintained;
• Ensure that Pollution and waste Management is captured in national strategies
and plans
• Coordinate all aspects of pollution control, waste management, recycling,
environmental health, and renewable energy
•Provide policy orientation or information, at all levels on pollution control,
waste management and recycling technologies
•Provide strategic technical advice on matters related to the proper management
of waste and pollution
•Assess the reports produced by various partners on environmental degradation
and provide comments to the Ministry’s Authorities
•Follow up and advice on the smooth implementation of regional and
international conventions signed and ratified by Rwandan Government in relation
to the pollution control and waste management
•Propose key action in Elaboration of Annual Actions Plans, Budgets and reports
for the area of waste and pollution
•Provide advice to the management on global issues related to chemical safety
rules and waste management procedures
•Ensure coordination and follow up of strategic actions and initiatives related
to the sustainable environment management

the development/review of meteorology related policies and legislations
•Propose key action in elaboration of Annual Action Plans, Budgets and reports
for the Ensure that meteorology and climate are considered in Annual Actions
Plans and Budgets
•Document regular meteorological forecasts and provide interpretation briefs to
Ministry;
•Regular update statistical analysis linking to the current weather and current
climate for development of related ministerial policies briefs;
•Participate in regional and international conferences and fora on observation
network, weather and climate diagnosis and prediction and make appropriate recommendations
to improve on services delivered by Meteo Rwanda;
•Develop regular reports (monthly, quarterly, annual etc..) on implementation
of Ministerial policy related to meteorological services;
