MOH/UNICEF Technology for development Coordinator Job Vacancy in Kigali, Rwanda

Deliverables
Outputs to be produced during the period include:
Delivery dates and details as to how the work must be delivered (e.g.
electronic submission, hard copy, what computer program should be used, etc.):
  • Consultant will provide weekly delivery of
    materials (or delivery based on schedule arranged with supervisor, if
    other than weekly)
  • Will ensure that all system code on this
    project is submitted to GitHub, as well as on accessible servers. And
    UNICEF Rwanda as well as NY HQ
  • Work will be licensed in the public domain
    (creative commons or other appropriate license)
  • Produce a Final Report outlining the steps
    undertaken, usage, training, etc….
Performance indicators for evaluation of results:
  1. Delivery of products on dates specified to
    Supervisor
  2. Communication with Supervisor and team about
    work
  3. Quality of products (do they fit the needs as
    defined)
  4. # of people able to use the technology
  5. # of CHWs and HS applying the technology
  6. Local developers effectively supervised all
    through the course of their contract
  7. Necessary tools to appropriately run the
    system available Profile of the International Consultant
Qualifications or specialized knowledge/experience
required:
It is required that the project coordinator has at
least 5 years of experience with demonstrated results in the majority of the
following areas:
  • Innovative uses of technology for development,
    particularly in the areas of mobile health.
  • Identifying a baseline, and measuring
    improvements in coverage and uptake, geographic expansion, etc.
  • Training experience
  • Programme communication / Communication for
    Development / and/or Design experience
  • Background experience with the UN, especially
    UNICEF is desirable.
It is required that the project coordinator has:
  • Demonstrated communication and relationship
    building skills
  • Good oral and written presentation skills
  • Experience in creating spaces and environments
    that are conducive to team participation and effective coordination
  • Proven capacity to work with and lead
    collaborative teams across different locations and with different
    technical skills
  • Experience in budgeting and coordinating large
    scale projects
  • Clear upward communication and management
    skills General Conditions:
  • The consultant to be hired on L3 level
  • Duration: 1st contract up to 30 June 2013. 2nd
    contract: 6 months from 01 July 2013 with possibility of extension;
    (project continues for at least 2 years)
  • The consultant will be based at UNICEF Rwanda
    CO
  • Supervisor and frequency of performance
    reviews – the chief of Health and Nutrition will provide supervision at
    regular intervals in consultation with Erica Kochi (UNICEF NYHQ)
  • The consultant is expected to spend at least
    40% of her/his time on field travel
  • Payment Plan – Monthly payment based on
    outputs to deliverables, certified upon monthly review and report with
    supervisor
  • UNICEF recourse in case of unsatisfactory
    performance – Payment will only be made for work satisfactorily completed
    and accepted by UNICEF
  • Due to the end of the current country
    programme, consultant will be given 4 months contract in the first
    instance and renewed for another 6 months upon good and satisfactory
    completion of assignments and deliverable. The RapidSMS is a national
    government programme and very good interpersonal relationship with the
    government partners is very essential in the satisfactory assessment of
    performance of duty.
