The transport sector development is aligned to Economic Development and Poverty Reduction strategy for the country and one of main thrusts of the national vision 2020. The overall goal for the sector is to reduce
transport costs, increase mobility for the population, supplying of services and transport infrastructure that will facilitate the exchange of goods and services.
The main objective of recruiting international expert in water transport is to enhance the Ministry of Infrastructure’s capacity to effectively develop and manage an integrated and multimodal transport and contribute more efficiently to the national economic growth, economic development and poverty reduction.
In view of the above, the Ministry of Infrastructure seeks to recruit an international expert in the domain of water transport to support the Ministry of Infrastructure in management and development of the aforementioned domain.
2. Requirements
Interested candidates are required to submit the following:

• In addition to the above mentioned, the interested candidate will have to submit attestation of previous similar responsibilities, motivation letter describing his/her understanding of the assignment, targets and strategy he/she will implement in order to effectively meet the objective of the assignment in a such way that he/she will leave a reliable and sustainable impact after he/she has left.
3. QUALIFICATIONS AND EXPERIENCES
• The Expert to be recruited will have to be qualified in water and multimodal transport, professionally with at least 12-year-experience in the domain of planning and design of river/water navigation systems, development of river channel and terminal infrastructures and facilities, and/or layout of terminals, including modern equipments and systems for river terminal infrastructure management and infrastructure development and management of which 5 years working in developing country. experience in experience in the development of major water transport projects
• The Expert is expected to have experience in experience in the development of major water transport projects, including inter modal transfer aspects and, being familiar with the major multilateral donors’ procedures, such as European Union and World Bank.
• The Expert is expected to be involved at least for 3-5 years in managing technical, economical, and institutional issues related to water transport planning, operation and appraisal;
• The Expert is expected to be conversant in survey of water flow characteristics, hydrology, topography, geology and land use, including the preparation of plans, views, cross sections, and profiles of proposed bank protection measures, traffic/operation areas and administration buildings;
• The Expert is expected to highly skilled in hydrological and hydraulic analysis of river and lake systems;
• The Expert is expected to be actively involved in water transport operation planning, demand forecasting, formulation of strategic policy, financial modelling, and market research and feasibility studies during last 5 years;
• The Expert will have to be highly skilled in terms of computer literacy, especially in: texts processing, spreadsheet, data base, and projects management;
• The Expert will have to be conversant with all common modeling, statistical and economic tools for multimodal and water transport system planning, design and management.
5. Contract duration
Contract duration is one year renewable upon satisfactory performance. The selected candidate will be expected immediately.
6. Reporting and accountability
The international consultant will work under and report to Principle Senior Engineer in charge of transport.
7. Location
The location of the assignment is in the Republic of Rwanda and the office is located in Kigali, the Capital City of the Republic of Rwanda.
