The Ministry of
Health is seeking to recruit a Senior
Management Consultant, NCD Synergies Unit.
S/he will report to
the Technical Lead, the Expert Trainer will be responsible for the Synergy
Unit´s capacity building activities and for overseeing the compilation and
composition of strategic plans. S/he will oversee the development of a training
curriculum in NCD strategic planning, planning for a two-week course at Harvard
University and institutionalization of the curriculum at the National
University of Rwanda. S/he will support the Technical Lead in drafting Rwanda´s
NCD Action Plan, and adapting it for use by other countries. S/he will play a
key role in drafting the Unit´s market analysis and will contribute to the
initiative´s advocacy plan, the annual report, grant proposals, and all
advertising. S/he will aid in the selection and management of the Synergies
Associates. The Expert Trainer´s participation in the project will be at 100%
effort. S/he will be hired externally by Pill and seconded to the Synergies
Unit.
QUALIFICATIONS:
- Professional
degree in public health or related discipline - Significant
experience in health services planning and consultancy with national,
multilateral and/or civil society institutions - Significant
experience in health sector development projects in Rwanda and/or East
Africa - Awareness
of political, regulatory and legal process with a focus on development in
the health sector. – Institutional creativity and demonstrated experience
in conceptualization and development of large multi-site projects. - Strong
interpersonal, written and oral communication skills and the ability to
articulate goals, strategies and positions. - Self-sufficient
and self-directed, capable of building and maintaining collaborative
relationships - Strong
analytical and organizational skills and sound judgment essential,
technically inquisitive and personally accountable. - Self-motivated,
determination and energy to contribute, coupled with a commitment to the highest
quality standards and an eye for detail.
