Background and justification
The Government of Rwanda has demonstrated its
commitment to the advancement of gender equality. The existence of political
commitment at the highest level of leadership has been translated into concrete
legal and policy instruments and the increasing representation and visibility
of women in important strategic leadership positions at both national and
international levels.
In Rwanda, women leaders can be found in strategic
institutions and various sectors including in government, civil society,
private sector, the religious arena, academia to mention but a few. Women have
registered tremendous innovations and achievements and their impact is seen
across the country. However these important milestones are not well recorded or
easily accessible.
In order to fill in this gap, within the framework
of the Rwandan Women Leaders Network, the Ministry of Gender and Family
Promotion (MIGEPROF) in collaboration with UN Women Rwanda wishes to compile
and consolidate a database of Women Leaders and Achievers in Rwanda. This will
be realized through the Joint National Gender Machinery Support Program between
the One UN and the National Gender Machinery. It is against this background
that UN Women in partnership with MIGEPROF seeks to hire a consultant or
consultancy firm to conduct a Mapping of Rwanda Women Leaders and Achievers and
document their profiles.
Purpose of the consultancy
The purpose of the consultancy is to conduct a
comprehensive Mapping of Rwanda Women Leaders and Achievers and come up with a
database that is accessible.
Scope of the work
The consultant/firm will identify Rwandan Women
Leaders and Achievers at decentralized, national, regional and international
levels, produce their profiles and document their best practices thereby
justifying their status as Rwandan Women Leaders/Achievers. A two-page maximum
profile will include: contact information, education background, competences/
expertise, a summary of achievements and positions held, best practices and
future plans.
Deliverables
  • An inception report with a clear methodology
    and a detailed work plan. During the validation of the inception report, a
    clear definition of a ´´Woman Leader and Achiever ´´will be agreed between
    the consultant/firm and the Ministry of Gender and Family Promotion.
  • A consolidated mapping report including the
    list and profiles of Rwandan Women Leaders or Achievers in and outside
    Rwanda.
Required qualification
  • Minimum qualification of a Bachelor´s Degree
    in Social Sciences, Education, Law, Development Studies and other related
    fields; with at least 3 years of working experience in Gender, GBV and
    Women´s empowerment.
  • Available evidence of having conducted similar
    studies
  • Fluency in English, Kinyarwanda and French.
  • Working experience in Rwanda will be an added
    advantage.
  • Proven experience in Statistics or Information
    Technology (IT) will be an added advantage.

should
be clearly indicated on the sealed envelope.
The following documents should be attached in the
technical proposal envelope: profile of consultancy firm, CVs of individual
consultants, copies of degrees/diplomas, letters of reference and proof of
previous completed similar assignments carried out.
