Support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders. The jobholder should specifically contribute to dialogue on Human Rights, Communication and Economics (Trade and Private Sector Development)This can include to undertake policy dialogue on Media, Communication (including Information and Communication Technology -ICT) and Technical Vocational Education and Training (TVET).S/he could be called to cover the regional dimensions (Eastern and Central Africa including the Great Lakes) in the areas of responsibility. Main Tasks: • Contribute to sector analysis and to the definition of a sector strategy e.g. National Indicative Programme, Human Rights, Economics, Media, Communication and Visibility Plans, etc. • Internal communication and Sectoral reporting to Headquarters. • Produce and disseminate the results of projects at workshops, seminars, conferences and other public events. • Contribute to the in-country strategy for the thematic instruments CSO-LA/EIDHR. • Delegation’s project cycle management; Assist in launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects under both the geographic and thematic instruments in the areas of responsibility. • Jobholder will have responsibility for thematic budget lines and organise consultations with the CSOs and relevant stakeholders. Jobholder will also be involved in evaluation of central Calls for proposals. • Ensure the follow-up of the implementation of projects. Specifically, be involved in the implementation of the National Indicative Programme and in charge of the complementarity between the geographical and thematic instruments. • Coordination with other donors and insure effective operational coordination with member States. • Participate in donor assistance group meetings specifically in the sectors of Human Rights, Private Sector Development, TVET, ICT and Media, etc. • Partially contribute to the work of the political section of the EU Delegation. • Possibly other tasks in line with his/her competencies. S/he could become a backstop for absent colleagues. BAC+3), attested by a recognised diploma. • At least 2 years of general experience in the field ofcommunication and/or media with CSO and/or within International organizations. • Experience in managing contracts in the areas of Human Rights and Private Sector Development. Can be asked to manage contracts on Communication and/or TVET and/or Media. • Experience in working on TVET sector issues.
