USAID funded Uganda Systems Strengthening for Health
Commodities (USSHC) is a five year program supporting the Government of
Uganda’s health system to improve the availability and accessibility of
essential medicines and health supplies (EMHS).The expected results of USSHC
are to:1) strengthen national policies and strategies and support
cost-effective, equitable, and transparent utilization of EMHS resources; 2)
strengthen country capacity for effective management and utilization of EMHS;
and 3) increase availability and access of EMHS among priority populations.
Commodities (USSHC) is a five year program supporting the Government of

Job Summary: The Supply
Chain System Specialist will serve as the lead technical specialist responsible
for the planning, implementation and evaluation of all USSHC supply chain
activities. S/he works closely in liaison with the Chief of Party, Deputy Chief
of Party, other USSHC staff, international partners, local partners, and
stakeholders for the development and implementation of supply chain policies-
and procedures in support of medicine quantification, procurement, warehousing,
inventory management, ordering/issuing and distribution.
Chain System Specialist will serve as the lead technical specialist responsible

the development and implementation of innovative strategies and activities to
support the strengthening of supply management systems in Uganda. In addition
s/he works with other SSHC staff on the development and deployment of
appropriate logistics management information systems that support the planning
and monitoring of supply chain operations. S/he also supports supply chain
capacity building efforts and ensures that systems and processes are in place
to assure the continuous availability of key program commodities
the development and implementation of innovative strategies and activities to
support the strengthening of supply management systems in Uganda. In addition
s/he works with other SSHC staff on the development and deployment of
appropriate logistics management information systems that support the planning

Key Duties and Responsibilities:
- Steer the development of Systems Strengthening
for Health Commodities work plans and budgets as they relate to supply
chain activities - Offer technical guidance and assistance to the
MOH and local partners for the quantification of key commodities - Collaborate with the MOH and local partners to
assure that effective and efficient warehousing and distribution systems
are in place for medicines and other key commodities. - Offer TA to develop standard operating procedures
(SOPs) for inventory management and other aspects of supply chain
management that will assure the availability and quality of medicines and
other commodities. - Work closely with country partners and other SSHC
project staff, develop and implement a comprehensive approach for ensuring
the quality of the commodities procured and used..
Qualifications, Skills and Experience:
- The candidate should preferably hold a Master’s
Degree or higher in Public Health, Logistics Management, Pharmacy, or
related field - At least ten years’ experience implementing
supply chain system improvement programs of large projects in developing
countries - Demonstrated knowledge and skills in health
commodity procurement, warehousing, distribution and logistics management
information systems - Good knowledge and understanding of public
health, TB, and HIV/AIDS programming, data collection, analysis and
presentation. - Past exposure and experience working with MOH and
national level organizations - Strong project management and communication
skills required - Previous experience in developing training
materials and the delivery of training sessions - Strong organizational skills and ability to work
in a team-oriented environment. - Demonstrated computer skills in Microsoft Office
Suite applications, including Word, Excel, PowerPoint, and Outlook;
knowledge of appropriate methods for data analysis and reporting - Excellent representation and communication
skills, written and oral proficiency in English - Past exposure and experience working with
USAID-funded programs highly desirable - Willingness and ability to travel within Uganda
as needed.
