REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES — INDIVIDUAL
SELECTION)

Title: CONSULTANT SERVICE FOR THE DEVELOPMENT OF KIAC OPERATIONAL PROCEDURES
MANUAL (OPM)

Spearheaded by the Private Sector, Kigali International Arbitration Centre (
KIAC) is an arbitration centre established in February 2011 by an Act of
Parliament ( Law n°51/2010 of 10/01/2010) to promote the resolution of disputes
by arbitration and alternative dispute resolution, to provide facilities and
assistance necessary for the conduct of domestic and international arbitration
as well as advising the government on matters related to arbitration. The KIAC
office based in Gikondo — PSF Expo ground/Kicikiro District is seeking the
services for development of KIAC operational procedures manual (OPM).

1. Scope of Work
The Consulting Firm/Individual is expected to undertake the following
activities:
• Study/examine the existing Procedures Manual and other documents approved
during the first year of operations on processes and procedures and identify
the list of specific regulations and procedures that should be developed
accordingly as mandated by the KIAC status.
• Study the relevant legal texts and documents including rules and regulations
governing KIAC, and other best practice governing budgeting and planning,
Internal control system, travel policies, consultant manual, property
management procedures, audit procedures and human resource management to avoid
legal inconsistencies between regulations and procedures and existing laws of
the country; and
• Draft a consolidated operational Manual regulations, related to documents and
forms to be used in the day to day operations in accordance with I) and 2)
above and recommendations expressed by the Centre.

2. Consultant’s
Qualifications

The Consultant (s) should have the following qualifications:
1. Strong experience in advising Institution in the development of financial
management & procurement systems.
2. The consultant (or lead consultant in case of a firm) must hold at least a
Masters Degree in
finance, Management, procurement, monitoring and evaluation or other related
fields.
3. Minimum of 10 years professional experience with the preparation of
operation manual and regulations.
4. The other team members should have strong knowledge and experience (minimum
of 5 years) in the development of public procurement systems and institutional
capacity building.
5. English proficiency, both writing and speaking, is essential.
