Title: CONSULTANT SERVICE FOR
RECRUITMENT OF THE KIAC PROCUREMENT SPECIALIST
Spearheaded by the Private Sector, Kigali International Arbitration Centre (
KIAC) is an arbitration centre established in February 2011 by an Act of Parliament
( Law n°51/2010 of 10/01/2010) to promote the resolution of disputes by
arbitration and alternative dispute resolution, to provide facilities and
assistance necessary for the conduct of domestic and international arbitration
as well as advising the government on matters related to arbitration. The KIAC
office based in Gikondo — PSF Expo ground/Kicikiro District would like to
recruit a procurement specialist.
1. Scope of Work
The service should cover the complete procurement cycle applicable to the procurement
methods specified in the ICF procurement guidelines. This will include but not
be limited to practical assistance in:
• Provision of quality assurance advice in the preparation of technical
specification and terms of Reference documents prepared by experts in the
field, with specific emphasis on ensuring they are comprehensive, generic and
minimizing risks of misinterpretation at the evaluation stage;
• Preparation of bidding document, request for proposals, consultant’s
shortlists and other
documents based on ICF procurement guidelines for the procurement of goods and
consulting services,
Carrying out of’ the bidding and selection process, including pre-bid or
pre-proposal meetings clarifications, bid opening etc.
• Elaboration of the procurement plan (general and specific procurement plan);
• Preparation and publication of an advert;
• Preparation and tender document or request for proposal;
• Preparation of the short listing report for consulting services;
• Managing the pre-bid process and responding to request for clarification from
bidders;
• Conducting a site visit where necessary;
• Reception and opening of bids (including preparation of opening minutes);
• Providing procedural advice and carrying out the evaluation of bids and
produce evaluation report (including due diligence and site visit);
• Drafting the provisional and final notification of bids;
• Provide advisory input to institutional management relating to handling of
bid protests (appeal from unsuccessful bidders):
• Administrative and procedural support in technical and commercial evaluation
of bids and the preparation of bid evaluation reports;
• Administrative and procedural support in evaluation of technical and
financial proposals of consultants and preparation of technical and final
evaluation reports;
• Preparation of contacts in full conformity with the standard formats;
• Contract negotiations, drafting and signing;
• General contract administration and monitoring;
• Facilitate the procurement audit activities.
2. Consultant’s
Qualifications
The Consultant (s) should have the following qualifications:
• The consultant must hold at least a Master’s Degree in Finance, Management,
procurement, monitoring and evaluation or other related fields.
• Minimum of 5 years professional experience in the field
• English proficiency, both writing and speaking, is essential.
