The Bar is a self regulatory body and the voice of legal professionals. The Bar organises Continuing Legal Education (CLE) as well as various legal aid and pro-bono initiatives. Today, a strong desire has grown for the Bar Association to be a stronger actor in the justice sector and civil society, promoting access to justice for all and enhancing the quality of the legal profession through regulation, discipline and Continuing Legal Education (CLE).
After a number of years of informal management, the Bar created a Secretariat led by an Executive Secretary in 2009 and comprising of other staffs.
The Kigali Bar Association (KBA) Office based at Kicukiro District/situated at Road Bralirwa opposite Covibar/Kigali is seeking the services of a Rwandese national for the position of an Executive Secretary to run the day to day management of KBA . He/She will be reporting to the KBA President.
His/Her duties shall be:
1. Building networks and strategic alliances with other players to ensure achievement and enhancement of the organization’s mission.
2. Building a strong corporate image of the organization and maintaining a healthy and productive relationship with all stakeholders.
3. Overseeing the Human Resource Management of the KBA, to ensure attraction and retention of staff.
4. Ensure the safe custody and proper and sustainable use of the Bar’s assets.
5. Advising The Governing Council on the effective management of the Kigali Bar Association.
6. Designing and formulating annual action plan & financial institutional budgets for approval of the Governing Council.
7. Preparation and submission of monthly, quarterly and annual progress reports on the activities and programs of the KBA .
8. Implementation of council resolutions and policies.
9. Fundraising and resource mobilization.
10. Organizing and preparing working documents for all the KBA meetings.
11. Any other lawful duties as may be assigned by the President or the Governing council.
Preferred qualifications and Skills
(a) A minimum requirement of at least a good Bachelors Degree in Law.
(b) Demonstrated experience in legal and policy analysis, and preparation of activity and program reports
(c) Four years of post qualification experience in legal or management field in a reputable Organization/Institution with at least two years in senior management position.
(d) Working knowledge of word processing and spreadsheet computer applications.
(e) A good understanding of the Justice Sector as well as the legal profession in Rwanda.
(f) Fluency in both written and spoken French and English a must.
(g) Excellent communication skills.
(h) Experience in working with donors and a good understanding of legal aid environment in Rwanda.
