Job Summary: The USAID Project
Strategic Information Advisor will offer expert technical and programmatic
guidance and support on HIV Monitoring and Evaluation in the region. S/he will
assist with the design, implementation and monitoring of organizational
development interventions funded by the project.

Duties and Responsibilities:

- Offer technical leadership and expertise to the project
and develop local technical capacity through mentoring of project and
counterpart staff on data management and utilization of data for
decision-making. - Technically support the use of standardized tools and
guidance for data analysis, presentation, interpretation and use - Build capacity at district and facility levels to
implement hotspot mapping using Priorities for Local AIDS Control Efforts
(PLACE) and Lot Quality Assurance Sampling (LQAS) Survey - Guide train, and provide hands-on support to districts
and health facility units responsible for data management - Carry out regular health facility assessments and
appropriate studies to improve programming - Actively support the GOU to roll out approved MIS tools
- Provide technical assistance in the development of
routine monitoring, HIV surveillance/ epidemiologic data reports. - Regularly improve HMIS data collection management and
reporting at the district and facility level, disaggregating data by age
and sex
Qualifications,
Skills and Experience:
Skills and Experience:
- The ideal candidate should hold a Master’s degree in
public health or a related field. - Five or more years of mid-level or senior experience in
designing and implementing HIV and AIDS prevention, treatment or care
programs with advanced knowledge in monitoring and evaluation of the
interventions. - A minimum of three years’ experience successfully
working with the MOH and other key stakeholders in Uganda, and preferably
in Karamoja. - Past field experience in HIV data collection, data
analysis, reporting, best practices in data dissemination and data use. - Significant experience working on projects supported by
the United States Government is preferred. - Demonstrated knowledge of the challenges impacting
health service delivery in Karamoja. - Excellent oral and written communication skills in
English. Fluency in in a local language is an advantage. - The applicant must be a Citizen or permanent resident of
Uganda.
