Description:
IntraHealth
International, Inc. is currently accepting expressions of interest from
individuals interested in being included as part of IntraHealth’ s submission
for an upcoming USAID-funded Orphans and Vulnerable Children (OVC) Health
Systems Strengthening (HSS) project in Tanzania.   Positions include
senior project leadership and technical positions such as:

         

  1. Chief
    of Party
The
Chief of Party provides overall leadership and management of the anticipated USAID
Tanzania funded Health Systems Strengthening OVC procurement. S/he provides
strategic guidance, vision and leadership to all partners and project staff.
The COP works closely with and supervises senior project staff and ensures the
strategic and functional integration of all technical areas.  S/he ensures
that there is strong collaboration and effective communication with donors,
implementing partners, and local counterparts. The COP is responsible for
meeting contractual obligations, producing deliverables and targets, and
achieving project results as specified by USAID/Tanzania, in full compliance
with IntraHealth policies and procedures and USAID rules and regulations. 
The Chief of Party is the principle liaison with USAID/Tanzania, partner
organizations, GOT ministries, UN agencies and other key stakeholders.
The
successful candidate would have a Master’s degree in Public Health, Social
Work, International Development, or related discipline and at least 12 years of
professional experience, with a minimum of 5 years managing and implementing
international programs with related focus on OVC policy/advocacy or health
systems strengthening (HSS).  In addition s/he would have broad-based
knowledge of OVC programming and child protection systems in sub-Saharan
Africa; prior experience managing USG health programs in Africa, preferably
East Africa; ability to negotiate and advocate with donors, governments,
partners, and multiple stakeholders; and strong oral and written communication
skills in English and familiarity with Kiswahili.
  1. Deputy
    Chief of Party
The
Deputy Chief of Party’s responsibilities includes planning, coordination, and
technical direction of all program activities including the work of
sub-recipients. S/he provides senior-level technical planning, programming, and
coordination while ensuring approaches are technically sound and appropriate,
with overall responsibility for the oversight and management of all program
activities.  S/he will provide strategic guidance, vision, and leadership
for technical aspects of the program and work closely with the Chief of Party
on all reports, documentation, and deliverables required by USAID. S/he will
travel within Tanzania to program sites and participate in conferences and/or
meetings, as needed.
The
successful candidate will have a Master’s degree in Public Health or related
field with at least 10 years of progressively responsible experience designing
and implementing programs in Africa including proven experience in managing
health systems strengthening, child protection and service delivery
programs.  In addition, s/he will have the ability to liaise with donors,
implementing partners and host country government; demonstrated competence to
assess priorities, manage a variety of activities in a time-sensitive
environment, and meet deadlines with attention to detail and quality; good
reporting and writing skills, utilizing Word, Excel and Power Point; and strong
verbal and written English and Kiswahili language skills.
  1. Health
    Systems Strengthening Specialist
The
HSS Specialist provides guidance, technical assistance, and managerial
leadership for health systems strengthening interventions funded by the
project. S/he will guide the scale-up of promising HSS practices throughout the
country, and will work with staff members and partners to oversee technical
approaches focusing on OVC to ensure that the project achieves its goals. S/he
will guide activities at both regional and national levels to improve
performance throughout the project areas of operations in collaboration with
the Government of Tanzania (GoT), leading capacity building and training
programs to address performance gaps of clinic staff and social welfare workers
(SWWs) in interventions for orphans and vulnerable children (OVCs). 
The
successful candidate will have a Master’s degree in Public Health, Health
Administration, or a related discipline with 5 or more years of professional
experience managing large health programs in developing countries, preferably with
significant experience in East Africa.  Professional background would
include proven knowledge of HSS issues and trends, and the ability to integrate
HSS with OVC services improvement and delivery; proven ability to build
productive and proactive relationships with USAID, GoT, NGOs, FBOs, and private
sector groups; and strong interpersonal and communication skills, both verbal
and written, in English and Kiswahili.
  1. Policy
    & Advocacy Specialist
The
Policy and Advocacy Specialistprovides technical expertise to the anticipated OVC/HSS
Project in Tanzania. S/he will engage in planning, managing, and implementing
policy and advocacy activities to ensure that the project achieves its goal to
improve OVC and child survival services at the facility and community levels
across the country.
The
successful candidate will have an advanced degree in Human Resources
Management, Community Development, Public Administration, Public Health, or a
related advanced degree and a proven effective record of accomplishment in the
development and design of policy and advocacy strategies in Tanzania. 
Additional experience would include expertise in communicating to a wide
variety of health care providers in the areas of OVC and child protection
sectors as well as experience in mass media, advocacy, and training.  S/he
must have strong verbal and written English and Swahili language skills.
  1. Orphan
    & Vulnerable Children Specialist
The
Orphan & Vulnerable (OVC) Specialist plans and implements project
activities relating to orphan and vulnerable children and their caregivers.
S/he will work with the GoT, NGOs, CBO, and FBOs, and the private sector
covering the implementation, and management of OVC programs across the
country.  S/he will work with other staff members to prepare work plans
and introduce innovative approaches in responding to the needs of OVCs.
The
successful candidate will have a Master’s degree in social work psychology,
sociology, human services, or related advanced degree with a focus on
development, preferably with OVC service delivery, systems improvement, and
child protection with 5 or more years relevant program experience working in an
NGO environment, especially with USG funded projects.   Professional
background would include excellent interpersonal skills and demonstrated
ability to interact professionally with diverse people, clients, government
official and consultants and strong communication skills, both verbal and
written, in English and Kiswahili.
  1. Monitoring
    & Evaluation Specialist
The
Monitoring and Evaluation (M&E) Specialist will ensure the continuous
monitoring of program progress in close collaboration with the GoT, USAID, and
other implementing partners. S/he is responsible for designing and implementing
program M&E activities and developing the capacity of various stakeholders
in data collection, analysis, reporting, and evaluation. Liaising closely with
the US based M&E team, the M&E Specialist will identify and evaluate
best practices and state-of-the-art approaches for the program, and disseminate
overall results to project stakeholders.
The
successful candidate will have a Master’s Degree or higher in Statistics or
other related fields, or a Bachelor’s in Statistics with at least 10 years of
experience in monitoring and evaluation, preferably in the field of social work
or community development, including experience working on M&E for USG
funded programs.  In addition, s/he will have demonstrated skills in
quantitative data analysis and data management; experience in questionnaire
development (including testing for reliability and validity); demonstrated
skill and effectiveness in communicating with others, particularly research and
evaluation staff members (domestic and international); and proficiency in English
required with proficiency in Kiswahili highly desirable.
