Program Description:
The goal of the GBV Program in Liberia is to enhance and encourage the ability of the Ministry of Gender and Development and local community structures to prevent and respond to GBV, put GBV issues on the national agenda, and create social change toward safe communities, social justice and equal rights for women and girls in partnership with men and boys. Currently, GBV staff provide case management services for survivors in Montserrado, Lofa and Nimba counties and work to enhance local capacity to prevent and respond to GBV through awareness-raising, training, and coordination of all actors in close collaboration with the Ministry of Gender.
The VSLA project is the second objective of the Women and Girls Rebuilding Nations program five years frame work. The aim of this pillar is to empower women and girls to have access to and control over resources leading to leadership on their communities.
Position description
The Partnership Manager will be 100% dedicated to the Women’s Protection and Empowerment program to initiate and oversee all partnership interactions, documentation and monitor all aspects of partnerships with local implementing partners and Government Ministries if applicable. At any given point in time, the Partnership Manager will support 3-4 partnership relations which may include but are not limited to EASE Model, Male and Women in Partnership (MWP), Advanced Case Management and eradication of Domestic Violence esp. (Intimate Partner violence).
Essential Job Functions:
Partnership Process Management
• Provide management oversight to all capacity assessment processes for partners, ensuring that a strong baseline for improvement is established.
• Work in collaboration with Senior WPE Coordinator and selected partners to establish detailed capacity building plans for partners.
• Organize skills development training for WPE Partners
Partner Performance and Accountability Management
• Work in collaboration with IRC Finance and Contracts to verify, streamline and manage appropriate agreements and Memorandum of Understanding (MoU) with all WPE program partners.
• Monitor partners’ progress adapting the plans against targets and indicators that have been decided upon by the IRC and partner organizations.
• Provide structured support to the partners while evolving capacity building plans to reflect where additional focus is required.
Monitoring and support
• Conduct regular monitoring visits to the field (as appropriate) to insure quality of program implementation
• Organize monthly review meetings to discuss progress and support needed
• Monitor the Partners timely submission of accurate financial and activity reporting within sub-grantee agreements with the IRC
• Travel to the field 50% of the time
Reporting and payments
• Conduct and oversee regular partner monitoring visits to ensure that partners operate in compliance with IRC and donor sub-grantee regulations;
• Ensure partners provide timely reports;
• Compile quarterly, semi-annual and annual reports on the Partnership progress.
Requirements:
• Degree in the field of Social Sciences, Business Administration, Community Development Accounting or other related field from a credible university;
• Experience managing partnership and implementing programs through local partners;
• Excellent communication and writing skills;
• Experience in monitoring and evaluation;
• Experience in proposal writing;
• Extensive experience in training and working with a diverse group of people;
• Ability to provide capacity building skills training;
• Ability to communicate mathematical concepts effectively to populations with limited numeracy and literacy skills;
• Computer literacy, specifically MS-Word and Excel essential;
• Great organizational skills, ability to multitask and work under short deadlines and high pressure;
• Familiarity with savings and credit schemes, business administration or livelihoods preferred;
• Ability to work with Government Ministries in the implementation of agreed-upon MoU.
