Duty Station: Kigali, Rwanda with field
visits

Duration of Assignment: 12 Months
Estimated Starting Date: April 2013

I. RESPONSIBILITIES AND
ACCOUNTABILITIES

1 Assist the Project Manager in monitoring the project activities, including
reporting requirements, and in coordination with field staff and other IOM
Staff;
2. Coordinate closely with the project field staff at district level, informing
them on a regular basis of the state of affairs of GoR´s policy initiatives
towards returnees;
3. Assist the Project Manager in networking and liaising with different
partners, especially MIDIMAR and UNCT and assist in organizing project-related
meetings in Kigali, including field visits;
4. Liaise with Mission administrative, finance and procurement personnel to
further the programme´s objectives and ensure that IOM standards and procedures
are followed
5. Track field reports/M&E tools and assure data analysis for final
reporting purpose;
6. Facilitate the administration and logistics of the project, including travel
arrangements, purchase of equipment according to I0M procurement rules, etc.
7. Prepare administrative documents and, tracking systems when needed,
including updating the project database
8. Draft brief updates on a weekly basis and progress reports on a quarterly
basis for the designated officer and shared with the Chief of Mission;
9. Closely monitor project related expenditure in close coordination with the
project Manager and submit in a timely and orderly manner to Project Manager;
10. Assist in organizing workshops with stakeholders and project related
reports and project proposals and contribute to the preparation of internal and
external reports.
11. Ensure office correspondence is maintained in good order (incoming/outgoing
message filing etc.) and organize and manage filing, keeping reference systems
for documentation related to the programme.
12. Coordinate closely with the Project Manager, other staff and consultants, providing
general assistance in carrying out their tasks, in particular with regard to
the mapping activities, providing contacts and relevant information as
necessary;
13. Support the Project Manager in thd frequent consultation with MIDIMAR and
the UN Reintegration Programme Manager, and the liaison with these and other
international partners to keep them informed about the progress of the project;
14. Perform any other duties as maybe assigned

II. EDUCATION, EXPERIENCE AND LANGUAGES
1. Advanced Diploma or degree in the social sciences, preferably in economics,
community development, public administration or local development;
2. Minimum of 3 years relevant working experience in the field of community
development or related fields; working experience in an international
environment is an asset;
3. Experience in project implementation, administration and government
relations;
4. Good understanding of socio-economic reintegration of returnee and other
vulnerable groups;
5. Excellent operational, organizational and communication skills and the
ability to work harmoniously with other colleagues from diverse national and
professional backgrounds;
6. IOM functional competencies required: Effective communicator, successful
negotiator, active learner, team player, and cross-cultural facilitator.
7. Proven analytical and drafting skills, capable of working under pressure,
eager to learn;
8. Working knowledge of MS Office, Internet applications, Microsoft Outlook,
Word, Excel, Access and PowerPoint.
9. English and Kinyarwanda (Fluent ,Written and Spoken),French will be an
advantageous
