Job details:
The Inspectorate of Government (IG) was established in 1995 as a constructional
office. The lG’s mandate as per Article 225, 226, and 232 of the Constitution
include: the promotion and fostering of strict adherence to the rule of law and
principles of natural justice in administration, the elimination of corruption
and abuse of authority in public offices and investigation of any act,
omission, advice, decision or recommendation by a public officer, among other
functions. The Inspectorate of Government is also charged with enforcing the
Leadership Code of Conduct.
The mission of the IG is “to promote good governance through enhancing
accountability and transparency and enforcement of rule of the law and
administrative justice in public officers”. The Appointments Board of the lG
now seeks to recruit suitable qualified, experienced and competent
professionals to fill the following vacancies:
Job Title: Inspectorate Officer (40 vacancies)
Report to: Senior inspectorate Officer
Role: To carry out investigations into malpractices in Government Departments
and compile reports on complaints, and collect information for prosecution
purposes in line with the Inspectorate of Government policies and procedures.
Key accountabilities:
1. Conducting investigations into any act, omission, decision and abuse of
office by public officers and generating reports in line with existing legal
framework.
2. Conducting site visits and interviews and making periodic reports.
3. Receiving / registering, summarizing and classifying complaints and
conducting investigations on cases of impropriety of leaders and making
recommendations for dealing with such cases.
4. Interviews complainants and keeping a record of statements/details/exhibits
from the parties and witnesses and making recommendations for dealing with such
cases.
5. Prosecuting cases, summoning witnesses and introducing them to court
prosecutors, handing over exhibits to prosecutors, testifying in court and
following up court cases.
6. Carrying out research on matters impacting on the IG mandate and making
reports to the Senior and Principal Inspectorate Officers in line with given
instructions.
7. Any other duties as assigned from time to time.
Personal specifications:
(a) Minimum Qualifications, Competences and Experience:
– An Honours Bachelors Degree in Commerce, Accounting and Auditing, Law (LLB)
with Diploma in Legal Practice, Statistics, Procurement, BA (SS), Business
Administration.
– Relevant Post Graduate qualifications will be an added advantage.
– Investigative / management experience and skills in a reputable organization.
– Ability to analyze reports and other forms of data with ‘ sound judgment and
planning skills. – Strong research, report writing, communication and
networking skills.
– Computer and people skills
– High level of integrity
