THE ORGANIZATIONAL SETTING
The Information and Co
mmunication Technology (ICT)
Section provides the Organization with the direction, management and security
of its information and communication activities. The main focus of the Section
is to manage ICT activities efficiently and effectively. ICT activities related
to this position are: website and web application development and support;
enterprise applications development including the Agresso ERP System; automate
business processes through modules and functions of Agresso; ensure that data
and information captured, generated and shared are validated, secured, of high
quality and readily accessible through reports, browsers and queries.
The Technical Documentation and Configuration
Management Specialist is responsible to define, maintain and write ICT
technical documentation, operating procedures and Administrative Instructions
related to IT activities. The incumbent also plays a leading role in the
management of the configuration management process. The incumbent reports
directly to the Information Technology Officer – IT Services Operation with
whom s/he consults on operational and strategic issues.

related to IT activities. The incumbent also plays a leading role in the
management of the configuration management process. The incumbent reports
directly to the Information Technology Officer – IT Services Operation with
whom s/he consults on operational and strategic issues.
MAJOR DUTIES AND RESPONSIBILI TIES
- Define and maintain overall requirements for ICT
technical documentation in line with international best practices, such as
ITIL and COBIT, to ensure that ICT systems, operations, internal controls
and business continuity requirements etc. are properly documented and kept
up-to-date; - Define and recommend standards, media, formats
and structure etc. for different document types (such as requirements,
design and implementation documentation) to be produced; - Organize the information gathering, document
creation, review, approval, distribution and archival processes, and write
documents as needed; - Manage the Configuration Management process,
including configuration planning, configuration identification,
configuration status accounting, updating the configuration management
database (CMDB) and configuration audit, in line with ITIL practices; - Interact with the Change Management process and
ensure that approved and validated changes are incorporated into
production system documents and that business continuity capabilities are
not compromised; - Maintain a document library for all critical ICT
documents and implement standard procedures for document publication,
release management and archival ensuring appropriate levels of confidentiality,
integrity and availability for critical ICT operation documents in line
with the Organization’s information security policies; - Liaise with external vendors and service
providers, as well as other ICT units within ICAO, to ensure that the
produced technical documentation meets ICAO requirements, and is complete,
coherent and up-to-date; - Prepare, or support the preparation of, various
multi-media products (video clips, presentations, animation) for training
materials or presentations to senior management or other documents; - Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE
Educational background
A Bachelor degree, preferably in Computer Science,
Information Management or related discipline.

Professi onal experience and knowl edge – Essential
Essential Experience
- At least three years of professional work
experience in writing technical documentation and operating procedures
related to large scale, enterprise-level ICT operations, business
continuity and disaster recovery.
Skills
- Sound knowledge of and experience with
Configuration Management processes, preferably within the ITIL framework; - Good analytical skills and the ability to
understand and document ICT architectures, application designs, as well as
related operating and risk management procedures; - Confident user of Microsoft Office applications
(Word, Excel, Outlook, PowerPoint), Visio, and web publishing tools; - Quality orientation and attention to detail;
- Ability to work independently as part of a
diverse team, comprising internal staff and external service providers; - Ability to work under pressure and successfully
prioritize tasks in order to successfully manage multiple commitments and
deadlines; - Excellent communication and interpersonal skills,
with the ability to influence others on processes and standards without
always relying on the line-of-command.
Desirable Skills
- Training or certification (such as Certified
Professional Technical Communicator issued by the Society for Technical
Communication) in technical writing. - Knowledge of ITIL and COBIT processes and
terminologies. Language Ski l l s Essential Fluent reading, writing and
speaking abilities in English are essential. Desirable A working knowledge
of a second language of the Organization (Arabic, Chinese, French, Russian,
or Spanish).
