HDI was founded in 2005 by a group of
dedicated Rwandan physicians who shared a commitment to improve the health of
disadvantaged communities within and outside of the health care system. 
Today, HDI brings together a team with vast experience in medicine, public
health, and community development to bridge the gap between communities and the
health care system. Using a rights-based approach, we build sustainable
alliances to advocate for and support health-friendly policies and services for
every Rwandan regardless of social, cultural, or economic status.
RESPONSIBILITIES
As
the HDI Rwanda Policy and Advocacy Officer, you will work with the Executive
Director to advance HDI’s policy and advocacy work in line with HDI’s Strategic
Plan 2014-2017. As part of this position, you will also be deployed for 50% of
your time to GIZ Rwanda, part of the German Development Cooperation in Rwanda.
At GIZ Rwanda, you will work with the One Mainstreaming team to support the
integration of measures to address gender equality, inclusion of people with
disabilities, HIV and population dynamics in all processes and in all
activities of GIZ Rwanda.
More specifically you will have
responsibility for the following areas of work:
  • Conduct
    analyses of the legal and policy frameworks, to support HDI programme
    design and implementation
  • Identify
    advocacy issues, opportunities and partners for HDI
  • Inform
    HDI staff on international human rights conventions and treaties, as well
    as national laws and policies
  • Develop
    advocacy strategies and activities, and support their implementation
  • Work
    with colleagues to develop advocacy messages, position papers, policy
    briefs and reports
  • Follow
    up on legal and policy processes, e.g. related to reviews or drafting of
    laws and policies, Universal Periodic Review, etc.
  • Support
    the Executive Director in establishing good relationships with key
    stakeholders from government and civil society, including through
    participation in relevant fora and meetings
  • Support
    fundraising and grant writing for advocacy purposes
As part of the deployment to GIZ
Rwanda’s One Mainstreaming Team, you are expected to:
  • Inform
    GIZ staff and programmes on national laws and policies, as well as
    international human rights conventions and treaties with regard to gender,
    disability, HIV and population dynamics
  • Advise
    GIZ staff on how to support the implementation of these laws and policies
    through programme activities as well as internal organisational processes
    (e.g. recruitment processes)
  • Support
    GIZ Peer Educators in raising awareness among colleagues on issues
    relating to e.g. gender equality, inclusion of people with disabilities,
    and HIV stigma
  • Prepare
    and/or contribute to reports, articles and other documentation on the One
    Mainstreaming approach in GIZ Rwanda, including submissions for GIZ
    (Gender) competitions;
  • Undertake
    any other duties as may be requested by the Coordinator of the One
    Mainstreaming team
SKILLS AND EXPERIENCE
Essential
  • Bachelors
    degree in political sciences, law, social sciences, international
    relations, development studies or related fields (masters is an advantage)
  • Two
    to three years of professional experience in influencing policies; working
    with MPs, policy makers or media would be an advantage
  • Strong
    negotiation and influence skills
  • A
    good understanding of Rwanda political institutions and policy development
    processes
  • Proficiency
    in use of Microsoft software (Word, PowerPoint, etc.),
  • A
    strong commitment to human rights issues and working with vulnerable
    populations
  • Ability
    to work in a multicultural environment
  • Excellent
    communication and interpersonal skills – articulate and diplomatic
  • Excellent
    written and spoken English and Kinyarwanda required; knowledge of French
    would be an asset
Period of the contract
The Policy and Advocacy Officer will
receive an initial contract until 31 December 2016, with opportunity for
renewal. Funding for this position is currently secured until June 2018.
