The
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a
federally owned international cooperation enterprise for sustainable
development with worldwide operations. GIZ has worked in Rwanda for over 30
years. The primary objectives between the Government of Rwanda and the Federal
Republic of Germany are poverty reduction and promotion of sustainable
development. To achieve these objectives, GIZ Rwanda is active in the sectors
of

Decentralization and Good Governance, Economic Development and Employment
Promotion and Energy.

The
program ‘Promotion of Economy and Employment’ (EcoEmploi) is part of the
priority area ‘Sustainable Economic Development’ of the Rwandan-German
Development Cooperation. With the objective, that ‘selected public and private
actors have implemented employment-generating measures’ and therewith
contributing significantly to job generation in Rwanda, the program is based on
an integrated approach of Private Sector Development, TVET/Skills Development
and Labour Market interventions in the selected  economic sectors ICT,
Wood, Tourism, E-Commerce and Creative Industries.

Rwanda is searching a candidate for the position of Senior Expert for
Private Sector Development
for the Promotion of Economy and Employment
based at Kigali.
Responsibilities
The
Senior Expert, under supervision of the Component Manager for Private Sector
Development (PSD), isresponsible for
  • Providing
    strategic advisory to the Ministry of Trade, Industry (MINICOM) in the
    areas of entrepreneurship, SMEs development
  • Coordinating
    activities to support Made in Rwanda initiative
  • Overseeing
    implementation of sector PPDs, ensuring its harmonization with other PPD
    initiatives
  • Identifying
    key interventions to support Capacity development of partners public and
    private in the PSD
  • Coordinating
    activities of the PSD donor coordination working group with MINICOM
The
expert performs the following tasks in close cooperation with the public and
private partners
Tasks
The
expert, in close collaboration with the GIZ Component Manager will support
partner institutions to further develop and implement private sector led
interventions, including in particular the following tasks:
  • Providing
    strategic advisory to the Ministry of Trade, Industry (MINICOM) in the
    areas of entrepreneurship, SMEs development
  • Providing
    advisory service to MINICOM on the implementation of entrepreneurship and
    business development programs under NEP
  • Advising
    MINICOM on the implementation of the SME Development Policy
  • Identifying
    key interventions within MINICOM to ensure interlinkage with Eco-Emploi
    program activities
  • Supporting
    initiatives to improve regulatory framework through linkage of EcoEmploi
    selected sectors with SME Forum
  • Coordinating
    activities to support Made in Rwanda initiative
  • Supporting
    in the development, implementation and follow up of the EcoEmploi
    activities in line with Made in Rwanda
  • Overseeing
    implementation of sector PPDs, ensuring its harmonization with other PPD
    initiatives
  • Participating
    on concept development and adjustment, ensuring involvement of key
    stakeholders
  • Supporting
    core groups/cluster to identify strong private sector champions for
    success
  • Raising
    awareness for collective efforts aiming at promoting cooperation within
    PPD actors to resolve common problems
  • Linking
    sector PPDs with other platforms to achieve cross sectors improvements
  • CoordinatingPPD
    efforts to learn through international benchmark and technical training
  • Identify
    key interventions to support Capacity development of partners public and
    private in the PSD
  • Assessing
    capacity needs for Partners from public and private sectors of PSD for
    training, coaching, exchange programs etc.
  • Developing
    action plan and timeline aiming at strengthening capacity of partner
    organizations
  • Coordinating
    activities of the Private Sector Development and Youth Employment (PSDYE)
    donor coordination working group with MINICOM
  • Preparing
    documentation needed for the GIZ contribution to the PSDYE working group
  • Analyzing
    documents and provide advice to guiding strategic papers under PSDYE
  • RepresentingEcoEmploi
    in Sector working group meeting
Required
qualifications
Master
degree in an area that is related to Private Sector Development.
Work
Experience and Competencies:
  • At
    least 7 years professional experience, of which 5 years in a comparable
    position and proven work experience in Private Sector Development
  • Very
    good knowledge of the Rwandan Economy and Private Sector
  • A
    proven track record in a managerial positionwith maturity and confidence
    in dealing with the government institutions and private sector
  • Good
    knowledge in the field of international cooperation
  • Very
    good advisory skills and good knowledge of capacity development tools
  • Solid
    understanding of value chain approach towards the private sector
    development
  • Strong
    analytical and communication skills, and facility in document writing
  • Fluent
    written and oral knowledge of English and Kinyarwanda, French is an asset
  • Willingness
    to upskill as required by the tasks to be performed
  • Strong
    commitment to team work and to working across disciplines
  • Creative,
    flexible, well organized and highly motivated with intercultural skills to
    work in an international team
Other
