Kamonyi District in
cooperation with German Development Cooperation/GIZ is recruiting a Local
Expert to support both the Planning and Finance Units of the District. In the
area of planning, the Local Expert will work closely with an international
technical advisor based in Kamonyi District with support from the GIZ
Decentralization and Good Governance Program.
The Major tasks for
this position are in the area of Public Finance and Revenue Administration
especially :
1. Provide necessary
technical advice in the preparation and execution of District budget ;
2. Provide necessary
technical support in the preparation of financial reports
3. Advise on the
implementation of PFM Committee guidelines and provide required inputs on
different aspects of PFM
4. Provide advice on
how to improve the financial management of subsidiary entities (schools, health
centre and sectors) in the district ;
5. Documents the
lessons learnt in the area of planning, monitoring and evaluation as well as
PFM and local revenue administration ;
6. Works hand in
hand with the International Expert in the area of planning and implementation
of the District strategic plans.
The following
specific expertise is required for this position :
a) The expert should
possess a Master’s Degree in Finance ; Public Administration ;
Economics ; Business Administration and Management with at least two (2)
years working experience or a Degree (Ao) in the above mentioned fields with
minimum of five (5) years working experience in the field of Planning and
Monitoring and Evaluation, Local Revenue Administration as well as Public
Financial Management (PFM) ;
b) In-depth
understanding of decentralization, local government structures and planning
systems, previous working experience in Local Government of Rwanda is an
asset ;
c) Proven capacity
to provide technical advice in the field Planning and Monitoring and
Evaluation, Local Revenue Administration as well as Public Financial Management
(PFM) ;
d) Strong analysis
skills ;
e) Strong
communication and interpersonal skills ;
f) Demonstrated
capacity to network with various partners and stakeholders’
g) Ability to
prioritize the work and to complete multiple tasks ;
h) Excellent report
and proposal writing skills ;
i) Experience in
knowledge management and knowledge transfer ;
j) Advanced computer
skills (mainly MS Office Applications) ;
k) Excellent written
and spoken Kinyarwanda and English skills ; knowledge in French is an
asset.
