Description of task(s) and objectives to be achieved
Under the overall responsibility of the Evaluation Officer OED, and the direct
guidance of the FAO Representative in Tanzania, the Monitoring and Evaluation
Officer (M&E Officer) will support and contribute to the Evaluation of
FAO’s Country Programme in the United Republic of Tanzania through research,
analytical and organizational work, In this capacity, the M&E Off
icer will
contribute specific deliverables and inputs into the evaluation process
including mapping of activities and stakeholders, document review and data
analysis. The M&E Officer will:
• Identify, retrieve, classify and analyse relevant documents, grey literature,
publications, as well as data and information from international, regional and
national institutions and agencies, and prepare analytical synthesis thereof;
• Organize and coordinate meetings in Tanzania, participate in the field
missions, take notes and prepare briefing/background notes;
• Develop survey questionnaires, manage their conduct, and analyse results;
• Contribute in-depth knowledge and information to all other team members on
FAO’s strategies, policies, and administrative procedures, as required;
• Carry out in-depth analysis of specific issues identified in the evaluation
terms of reference. These will typically include: effects of FAO’
administrative procedures on delivery; use of FAO normative products;
efficiency of project implementation; portfolio analysis and management.
• Draft relevant annexes for the evaluation report;
• Support organisation and backstopping of the stakeholders workshop;
• Support the communication and dissemination of evaluation products and
messages;
• Perform other duties as required, during the course of the evaluation.
requirements:
• Advanced university degree in Agriculture, Economics, Rural Development or
related field;
• Five years relevant experience in survey and monitoring and evaluation,
including strengthening institutions under rural development projects and
experience in the field of agriculture, nutrition and household food security,
with specific technical expertise in project and programme monitoring;’
•Knowledge and experience of designing RBM approach organizing and implementing
M&E systems, analysing results and defining reporting requirements and
formats;
•Demonstrated skills for team managerial coordination;
• Demonstrated ability to plan, organize, implement and report on work;
•Demonstrated ability to liaise with UN agencies, NGOs and Govemment
Ministries;
•Excellent oral and written communication and presentation skills in English.

Remuneration: Based on UN service contracts remuneration rates for Tanzania
