The LINKAGES Technical
Advisor (TA) for Clinical Outreach will provide technical and management
leadership to the LINKAGES project in Malawi.
This position is critical for quality assurance monitoring of the
Government of Malawi (GOM) health system, civil society and private sector HIV
clinical services provision to the key population group members. The position will review clinical service
provision guidelines and protocols together with the GOM to make sure key

population group requirements are included and adopted. The Technical Advisor for Clinical Outreach
will dev
elop the programmatic and clinical elements of mobile outreach and
clinical service referrals working with local partners in Malawi. The TA Clinical Outreach would be in charge
of assuring that service provision for both HIV positive and negative clients
is of the highest quality following GOM protocols and standards. This position will contribute to the training
of health care workers both in public and private settings for discrimination
and stigma-free service provision.

Masters level degree in Public Health (preferred) or related field
or equivalent.

At least 4 years of demonstrated key population group technical
expertise, with substantial HIV prevention, care, and treatment experience with
female sex workers, and/or men who have sex with men, and transgender
individuals.

and leadership position, preferably in an international development context and

Previous experience in Sub-Saharan Africa is strongly preferred;
