Introduction:

The
Institute of Policy Analysis and Research (IPAR –Rwanda) has received a grant
from the African Capacity Building Foundation (ACBF) towards the project to
build the capacity of the Institute. The Institute intends to apply a portion
of the proceeds of this grant to eligible payments under the contract for
Consultancy to undertake the End of Project Evaluation of the capacity building
project. IPAR-Rwanda plans to carry out End of Project Evaluation of the
Project covering the period June 2012-June 2017 in order to assess the progress
made so far regarding the project objectives and planned activities.

overall purpose of the end-of-project evaluation is to provide an independent,
systematic and in-depth assessment of the overall performance (effectiveness,
efficiency, relevance and sustainability) of the IPARCAP including a review of
the design, governance and implementation structure and process vis-à-vis
project objectives and achieved results.

evaluation will therefore undertake a stocktaking and learning exercise to:

- Assess
progress in implementing agreed project objectives; - Verify
the continued validity and identify any changes in the initial design
assumptions, risks and sustainability in the light of implementation plan
and experience, and - Recommend
necessary adjustments in project objectives, design and performance,
towards a positive influence on the quality and nature of the inputs in
future IPARCAP implementation. - Gathering
success stories that demonstrate the project’s impact on capacity building
of stakeholders and effective policy formulation and dialogue in Rwanda. - Assessing
the extent of IPAR-Rwanda’s continued demand for its services, relevance,
feasibility and sustainability for the future;

assignment will be for Twenty (20) working days starting from the day of
contract signature. The overall time it takes between contract signing and
submission of Final End Project Evaluation Report could be determined by the
two parties depending on how long the review of the draft and consolidation
might take.

Institute of Policy Analysis and Research-Rwanda now invites eligible and
qualified Individuals to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are
qualified to perform the services giving a description of similar assignments
undertaken, CVs and copies of evidences of the qualification and assignments
delivered.

Qualifications and Experience of the Consultants

minimum of postgraduate qualification in Agricultural Economics, Economics,
Policy Analysis, Development Management, Social Sciences or other relevant
field; More than Six (6) years’ of experience in undertaking evaluation
for development initiatives, particularly tertiary education programs; At least
3 Project Evaluation assignments completed, at least 2 of which are done as
individual, and At least 3 consultancy assignments completed in Rwanda or other
Sub-Saharan African Countries; A working knowledge of the political-economy and
developmental considerations of the project environment; Experience with
ACBF-supported institutions is an added advantage.
