In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% and installed generation capacity of 1000MW by the
year 2017 to serve as an engine for socio-economic development of the country. Access to electricity is done through the Energy, Water and Sanitation Authority (EWSA) using a sector wide Electricity Access Rollout Program (EARP), to realize the primary EDPRS target for the electricity sector of tripling access by 2012 to about 16 percent of households and at least 50 percent of identified public institutions in health, education and local administration.
The Government of Rwanda, led by the Ministry of Infrastructure (MININFRA), proposes to implement the sector investment program using a Sector Wide approach (SWAp) which encompasses all development partners and stakeholders active in the sector. It is in the above context that the Ministry seeks to recruit a capable SWAp Coordinator and Energy Policy and Economics Specialist who will ensure the overall coordination of the activities of the Secretariat
QUALIFICATIONS AND EXPERIENCE FOR SWAP COORDINATOR
1. Masters degree level in a relevant field (Energy management, Energy Economics, Energy related studies)
2. Strong skills in coordination and management of complex programmes and processes
3. Strong interpersonal skills and ability to motivate the exchange of relevant information between stakeholders
4. Minimum of 5 years of relevant work experience.
5. Work experience with in the Energy sector and development partners is an added advantage,
6. Prior experience with sector-wide approach (SWAp) frameworks and processes, highly desirable.
7. Working language is English, French language skills are an advantage
Reporting
He (she) shall report to the Director of Energy at MININFRA
Contract Duration
The duration of the assignment is two years. The selected candidate will sign a two year contract, renewable subject to performance and availability of funds.
QUALIFICATIONS AND EXPERIENCE FOR ENERGY POLICY AND ECONOMICS SPECIALIST
• Masters degree in Economics from an internationally reputed University
• Strong foundation and quantitative skills in economic analysis
• Minimum of five years of relevant work experience, including international experience, in senior position(s) of responsibility and advisory capacity on energy sector issues on policy, economics, tariffs
• Prior experience with sector-wide approach (SWAp) frameworks and processes, highly desirable
• Training and working familiarity with survey design and analysis of consumer statistical surveys, affordability studies, household expenditure surveys and analysis a plus
• Working language is English, French language skills are an advantage

REPORTING
He (she) will report to the Energy Sector Coordinator in the Ministry of Infrastructure
CONTRACT PERIOD
The successful candidate will sign a contract for 18 months.
