HEAD OF HUMAN RESOURCES UNIT |
Master’s Degree in Business Management, Public Administration or Human Resource Management, Project Management, Law from a recognised university with at least three (3) years of working experience or Bachelor’s Degree in those fields with at least five (5) years of working experience among which at least three (3) years at senior management level in a similar role in a large organization;
Working constructively with a wide range of services and professionals to develop policies and strategies, Performance management and Successful management of organizational change;
Highly competent, mature, experienced and self motivated person with integrity;
Good understanding of Rwandan labor laws;
Ability to lead and work in a team;
Problem-solving and presentation skills;

2. |
HEAD OF LEGAL UNIT |
Master’s Degree in Law with at least three (3) years of working experience in a busy law office or legal services or a Bachelor’s Degree in Law with a working experience of at least Five (5) years, among which at least three (3) years at senior management level in a similar role in a large organization;
Proven track record in advising on contractual issues, contract negotiations and administration; and in successfully managing and conducting litigation issues;
Highly competent, mature, experienced and self motivated person with integrity;
Ability to lead and work in a team;
Good understanding of Rwandan laws; having experience knowledge of international laws would be an added advantage.
Problem-solving and presentation skills;

3. |
HEAD OF PROCUREMENT AND CONTRACT MANAGEMENT UNIT |
Masters’ Degree in Procurement, Accounting or Finance, Economics, Statistics, Business Management, Project Management, Public Administration, Engineering or Law from a recognised university with at least three (3) years of working experience or Bachelor’s Degree in the same fields with at least five (5) years of working experience among which at least three (3) years at senior management level in a similar role in a public institution or donor funded project.
Qualified Member of the Institute of Purchasing and Supply (CIPS) or Postgraduate diplomas in procurement related studies.
Strong relationship building, negotiating and influencing skills backed by recent experience of working with development partners and other Government Departments in the development, implementation and evaluation of strategies, policies and initiatives.
Strong experience in contracts management and administration.
Working knowledge of Government public procurement processes and procedures.
Experience of successfully leading, managing and motivating a team.
Excellent analytical and interpersonal skills.
Good IT skills to include wide experience of word documents, Excel spreadsheets (including pivot tables and charts) and PowerPoint.
Fluent in English and Kinyarwanda and knowledge of French is an added advantage. |

4. |
HEAD OF REVENUE PROTECTION AND SAFE GUARDS UNIT |
Masters’ Degree in Law, Social Sciences, Finance or Accounting, Commerce, Economics, Management, Statistics, Business Management, Project Management, Public Administration from a recognised university.
S/he must have at least three (3) years of relevant working experience for Master’ Degree holder and five (5) years of working experience for a Bachelor’s Degree holder among which three (3) years at senior management level in a similar role in a public institution.
Training skills in fraud prevention, investigations, or other related training is desirable.
Proven track record in fraud investigations, forensic auditing, litigation, revenue protection and other related asset protection and loss prevention activities preferably involving local urban communities.
S/he must have a good sense of judgment with a demonstrated ability to work under pressure.
S/he must have a high level sense of integrity.
The candidate must be a good team player, computer literate, with excellent written and oral communication skills, problem-solving and presentation skills.
Fluent in English and Kinyarwanda; knowledge of French is an added advantage. |

A Transmission Dispatch expert |
A Master’s Degree in Electrical Engineering, Energy planning or a related field.
A minimum of 10 years of working experience for a dynamic electric utility or in the energy sector.
Experience in energy sector projects planning, design and development of transmission networks including overhead lines, substations and associated transmission equipment (reactive compensation devices, transformers etc)..
Evidence of past experience in the energy sector with reference to the activities undertaken
