1. Key
Responsibilities:
Network
Construction and Rollout
- Shall
develop and execute turnkey deployment strategies that include new and
redeployed equipment and services, site acquisition, multi-vendor
integration, and installation. - Shall
be fully responsible for site acquisition, network site build, including
contracting, human resource management, materials logistics, supplier and
subcontractor management, quality assurance, and project status reporting. - Shall
be responsible for obtaining all local city & town council approvals,
building permits, civil aviation clearance and soil testing for ground
based site construction works. - Lead
and manage GSM site build projects to ensure implementation of services in
delivery scope and final site acceptance. Plan and communicate accurate
site rollout figures for demand, sales and marketing planning process. - Shall
be responsible for:
- Approval
of project time schedule - Preparation
of project documentation (i.e. communication and quality plan) - Project
progress reporting based on the expectations of the business. - Timely
completion of site implementation activities
- Work
with other business units on dependencies to achieve delivery in apposite
timeframes and ensure risks are analyzed and managed. - Responsible
for initiating, planning, developing, coordinating and executing technical
policies and programs in the Network Construction Department. - Responsible
for establishing, coordinating and growing the Network Construction
Department to ensure the achievement of the network rollout objectives.
Network
Operations and Maintenance
- Responsible
for the administration, controlling, and high level support for the day to
day operations and maintenance of all network platforms. - Responsible
for developing the network’s operations and maintenance standards,
procedures, and records & documentation keeping standards, - Responsible
for the network performance management through traffic and faults
measurements and analysis and preventative and corrective procedures, - Responsible
for the preparation of Network Services’ Operations Expenditure (OPEX)
budget with the Chief Technical Officer, and enforce cost cutting
measures, - Transfer
of knowledge to subordinate staff through on the job training
2. Education
:
- A
University Degree in Telecommunications, Civil/Mechanical Engineering,
Structural Engineering, Electrical Engineering or equivalent. - A
Master Degree would be an added advantage.
3. Experience:
- Civil
engineering/mechanical engineering/structural
engineering/Electrical/Telecommunications engineering background - Minimum
of 5 years relevant experience, 3 years of which should have been at a
senior level - Proven track
record in the providing GSM/Wireless infrastructure Site build solutions
for mobile Cellular or/Telecommunications company. - Ability
to travel extensively, - Ability
to work with manufacturers/developers/suppliers - Must be
a team player
4. Knowledge
& Skills:
- Good

development, coaching and management expertise. - Excellent
project planning and control skills. - Good
analytical and conceptual skills. - Functional
technical expertise in strategy formulation and implementation and
review.
